Public construction and migration measures are a continuing concern in regional development. There is no solution other than the best way to match the needs of migrants and consultations of various suppliers. However, the migration and livelihood measures of residents are not easy to resolve as they are related to the following issues. In other words, it concerns human rights, management and responsibility, participation and self-determination in development, complexity of settlement goals, options and strategies, and legal and policy. In particular, it is complex in terms of the benefits of public development and the cost of securing residents' livelihoods. Unfortunately, the mechanical structure of “benefit-cost” is just an abstract structure because there are related problems when the political, economic, social and cultural system related to construction is well organized.

공공건설과 이주대책은 지역개발에서 지속적인 관심 사안이다. 다양한 공급주체들의 협의와 이주민의 욕구를 최선의 방향으로 일치시키는 방법이외에는 해결책이 없다. 하지만 주민들의 이주 및 생계대책은 인권, 관리와 책임, 개발에 대한 참여와 자기결정, 정착목표의 복잡성, 옵션과 전략, 그리고 법적 및 정책 적 수단 등의 중요한 이슈가 관련되어 있어 해결이 쉽지 않다. 특히 공공개발에 따른 혜택과 주민생계보 장을 위한 비용에서 복잡성을 지닌다. 불행하게도‘혜택-비용’의 기계적 구조는 건설과 관련된 정치경제사 회문화적 시스템이 완고하게 갖추어질 때에만 관련문제를 해결할 수 있기 때문에 이것은 추상적인 구조 일 뿐이다.
