In this study, problems with and improvement measures for the Juvenile Reformatory, which is, as detention protection disposition, a Number 7/8/9/10 facility, and the Juvenile Classification Review Center, which is the foster facility before classification, were examined. It was found that no empirical study exists on the level of satisfaction, effectiveness, room for improvement, etc. of the system of job rotation for those who work in juvenile protection and protection/observation. So improvement measures were examined based on interviews with those who work in juvenile protection and empirical studies on problems with the system of job rotation of public servants. Problems with job rotation are that it discourages accumulation of expertise by limiting the amount of time of employment at one post, and that it hinders administrative responsibility and decreases work efficiency. In order to solve these problems, there have been discussions on various ways to improve job relations in order to increase levels of expertise in public jobs. Some of the proposed ways include introduction of a career development program in which experts are nurtured by diving work into expert and common areas according to similarities in tasks and level of expertise, adherence to limiting job rotation for specified amounts of time, review of a rank system based on seniority as well as a review of the current rank system, system of expert positions, etc. Furthermore, various Halfway House systems must be considered for domestic introduction, and a system in which juveniles can receive bespoke detention as well as reformation education in various facilities.

이 연구는 소년 수용보호처분 시설인 소년원과 소년분류심사원의 운영상의 한계와 그에 따른 개 선방안에 대하여 살펴보았다. 연구의 내용을 요약해보면 다음과 같다. 첫째, 생활지도 운영상의 한계 로 시설 내 교육프로그램의 운영시간이 현대 소년들의 생활 형태와는 맞지 않는다는 문제가 있다. 수업시간과 식사시간, 세면시간 등을 포함한 9시간 정도를 제외하고는 이동을 위한 대기나 자율시간 이 모두 생활실 내에서 이루어진다. 청소년 평균 생활시간과는 달리 이른 시간에 취침을 하게 될 경 우 수면시간이 익숙하지 않은 소년들은 담당 직원의 감시를 피해 취침을 하지 않고 잡담을 하거나 심할 경우 괴롭힘 등으로 이어질 수 있다. 그러므로 성장기 소년들의 활동량과 일반적인 생활시간을 반영하여 생활실 밖에서 활동할 수 있는 자율시간의 편성이 필요하다. 둘째, 본래의 교육목표와는 달리 인력과 예산부족 등의 문제로 인하여 처분에 따른 교육의 차별 성이 제대로 담보되고 있지 못한 실정이다. 소년의 비행성 개선을 위해 강조하고 있는 인성교육이나 독서교육, 상담프로그램 등은 실질적으로 수업을 진행하는 강사만 다를 뿐 시설과 처분에 상관없이 거의 유사한 내용을 담고 있다. 실질적으로 소년들이 다양한 시설에서 수용 및 교육 및 교화프로그 램을 맞춤형으로 받을 수 있는 시스템이 생겨나야 한다. 셋째, 순환보직의 문제점으로는 하나의 직위에서 근무하는 기간을 단축시켜 전문성 제고를 저해 한다는 점과 행정의 책임성과 업무효율성을 저하시킨다는 점이다. 직무의 유사성과 전문화 수준을 기준으로 부처별 전문분야와 공통분야로 구분하고 특정분야의 전문가로 양성하는 경력개발프로그램 의 도입이 제시되었고, 전보제한기간의 준수, 연공서열에 근거한 계급제 검토 및 현행 직급체계 검 토, 전문직위제도 등을 제안하였다.
