Of a variety of factors constituting community policing, this study verified which sub-factors of policing for solving community affairs that are composed of three main areas such as community affairs, policing, reduction of disorder and crimes in communities and solution of community affairs have the greatest impact on confidence in police. As a result of analysis, this study found that factors related to policing for solution of community affairs out of elements of community policing affect confidence in police in order of community affairs and policing, problem solving, reduction of disorder and crime in communities. Such analysis result means that being faithful to the so-called basics of police that activities of preventing crimes and arresting criminals, securing traffic safety within local communities, receiving and handling civil petitions rapidly while activating community policing is the most important value for policing to win support and confidence of citizens. Therefore, it is considered desirable for Korean national police to create joint police service through citizen-police partnership by giving priority to the basic, traditional and essential behaviors and activities of police while inheriting and maintaining the root ideology of community policing, and proceeding with construction of partnership through reduction of disorder of citizens and communities, comprehensive problem solving and active participation of citizens that community policing emphasize in addition to the foregoing activities.

이 연구에서는 지역사회경찰활동을 구성하는 다양한 요소 중에서도 지역사회 문제와 경찰활동, 지역사회 무질서 및 범죄감소, 지역사회 문제해결 등 크게 세 영역으로 구성된 지역사회 문제해결을 위한 경찰활동의 세부 요인들 가운데 과연 어떠한 요인들이 경찰에 대한 신뢰에 가장 큰 영향을 미 치는지를 검증하였다. 분석결과, 지역사회경찰활동의 구성요소 중 지역사회 문제해결을 위한 경찰활동과 관련된 요인들 은 지역사회 문제와 경찰활동, 문제해결, 지역사회 무질서 및 범죄감소의 순으로 경찰에 대한 신뢰 도에 영향을 미치는 것으로 나타났다. 이와 같은 분석결과는 지역사회경찰활동을 활성화하는 가운데에서도 범죄를 예방하고 범인을 검 거하는 활동, 그리고 지역 내 교통안전을 확보하고 시민들의 민원을 신속하게 접수하고 적극적으로 처리하는 소위 경찰의 기본에 충실한 경찰활동이야말로 시민의 지지와 신뢰를 받을 수 있는 경찰활 동의 가장 중요한 가치라는 것을 의미한다. 그러므로 한국경찰은 지역사회경찰활동의 근본적 이념을 계승하고 유지하는 가운데 경찰의 기본 적, 전통적, 본질적 작용과 활동에 대하여 우선성을 부여해야 할 것이다. 그리고 이러한 활동과 더 불어 지역사회경찰활동이 강조하는 시민과 지역사회의 무질서 감소 및 포괄적 문제해결, 적극적 시 민참여를 통한 파트너십 구축활동도 동시에 추진함으로써 진정한 민경친선을 통한 공동의 치안서비 스가 창출되도록 하는 것이 바람직 할 것으로 판단된다.
