As a tool to grasp the tourism industry's specific scale at the regional level, discussions and studies on the Regional Tourism Satellite Accounts(RTSAs) have begun. In Korea, Gangwon, Jeonbuk, and Chungnam provinces established the RTSA based on tourist surveys and relevant statistical data. However, the existing RTSAs have limitations in analyzing the specific economic structure of tourism due to the basic analysis data bias. This study proposed an objective method of compiling RTSA as the basic statistics to analyze the economic structure of tourism at the regional level based on the Tourism Satellite Account: Recommended Methodological Framework (TSA:RMF). RTSA is composed of seven items: RTSA-1(inbound tourism expenditure), RTSA-2(domestic tourism expenditure), RTSA-3(tourism expenditure), RTSA-4(tourism ratio), RTSA-5(tourism value-added), RTSA-6(tourism output), and RTSA-7(tourism employment). Moreover, the compiling method for each item was presented as well. In this process, the demand side of RTSA was created based on credit card sales data generated within the tourism industry in the region and statistics from relative organizations. And the supply side of RTSA was produced by applying the amount of tourism consumption to the Regional Input-Output Statistics. Through the method, the Jeju TSA was created as an example to demonstrate the significance of Jeju's tourism industry, the direct and indirect economic impact - such as on production, adding value and employment.

지역단위의 구체적인 관광산업 규모를 파악하기 위한 도구로써, 지역관광위성계정에 대한 논의 및 연구가 진행되기 시작하였다. 국내에서도 강원, 전북, 충남 등에서 관광객 설문조사, 관련 통계자료를 토대로 한 지역관광위성계정을 구축하고 있다. 그러나 기존 지역관광위성계정은 기초 분석 자료의 편의(bias) 문제로 인하여 구체적인 관광경제구조 를 분석하는데 한계가 있다. 이에 본 연구에서는 관광위성계정 권고안(TSA:RMF)을 토대로 지역 단위에서의 관 광경제 구조 분석을 위한 기초통계로써, 객관성이 확보된 지역관광위성계정의 작성 방 법을 제시하였다. 본 연구에서는 지역관광위성계정을 RTSA-1(외국인 지역 내 관광소 비), RTSA-2(내국인 지역 내 관광소비), RTSA-3(지역 내 총 관광소비), RTSA-4(지역 내 관광산업 비율), RTSA-5(지역 내 관광부가가치액), RTSA-6(지역 내 관광 산출액), RTSA-7(지역 내 관광고용) 등 총 7개 항목으로 구성하고, 각 항목별 작성 방법을 제시 하였다. 이 과정에서 수요 부문의 지역관광위성계정은 지역 내 관광산업에서 발생한 신 용카드 매출자료, 관련 기관 통계자료 등을 토대로 작성하고, 공급 부문의 지역관광위성 계정은 관광소비액을 지역산업연관표에 적용하여 작성하였다. 이러한 작성방법을 토대 로 본 연구에서는 제주지역을 사례로 제주관광위성계정을 작성하고, 이를 활용하여 제 주 관광산업의 비중, 직·간접 경제효과(생산·부가가치·고용) 등을 분석·제시하였다.
