Drug Addiction Rehabilitation Center at the National Forensic Psychiatric Hospital was established in 2004 and is the only institution in Korea to provide specialized services for offenders with drug addiction. Although the number of offenders with drug addiction has increased and their recidivism rate are becoming more serious, there is lack of studies on the effect of treatment for offenders with drug addiction in the center. The purpose of this study was to seek ways to improve the therapeutic effect on the interventions for drug addiction offenders by conducting focus group interviews with clinical and administrative experts at the drug addiction rehabilitation center. As a result of the analysis, this study identified four sub-themes: ’professionality of practitioners', 'professional programs','organizational culture with a sense of community', and 'systematic and stable system’, as the maintenance factors for improving treatment effect. In addition, as complementary factors for enhancing treatment effect, four sub-themes were derived: 'ensuring a stable work environment', 'developing customized program', 'pursuing expertise based on therapeutic value', and 'system improvement to revitalize evidence-based practice'. Based on those results, this study discussed practical and policy implications for the establishment of an effective forensic psychiatric system for offenders with drug addiction.

국립법무병원 약물중독재활센터는 2004년 설립된 국내 유일 약물중독 범죄자 를 대상으로 전문적인 서비스를 제공하는 기관이다. 약물중독 범죄자의 양적증가 와 이들의 높은 재범률이 점차 심각해지고 있지만, 치료감호시설 내 약물중독 범 죄자들에 대한 치료효과에 대한 실증적인 연구는 여전히 부족한 실정이다. 본 연 구는 약물중독재활센터의 임상전문가와 행정전문가를 대상으로 초점집단면접을 실시하여 약물중독 범죄자의 치료효과 증진방안을 모색하고자 하였다. 분석결과, 본 연구는 치료효과 증진을 위한 유지요인으로 ‘실무자의 전문성’, ‘프로그램의 전문성’, ‘공동체 의식이 내재된 조직문화’, ‘체계적이고 안정적인 시스템’의 4개의 하위주제가 도출되었으며, 치료효과 증진을 위한 보완요인으로는 ‘안정적인 업무 환경 조성’, ‘맞춤형 프로그램 개발’, ‘치료적 가치에 기반한 전문성 추구’, ‘근거기 반실천 활성화를 위한 시스템 개선’의 4개의 하위주제가 도출되었다. 이러한 연 구결과를 바탕으로, 본 연구는 약물중독 범죄자를 위한 효과적인 치료감호 시스 템 구축을 위한 실천적, 정책적 제언을 논의하였다.
