Except for Jeonju juvenile detention center, Cheongju juvenile detention center and Jeju juvenile detention center, other national juvenile detention centers of eight are overcrowded. Therefore, the current juvenile detention center should be expanded or newly built. The purpose of the study is to find to better to establish a Private detention center than a state-run detention center. The content of the study is to find out the operator, size, and acceptance target when establishing a private youth center, to find out the need to create and link facilities to protect boys who have no homes to return to when discharged from the juvenile detention center, and to find out the need to establish a private youth center. Research shows that it is desirable to establish and operate a private youth center. The rationale is that first, volunteers can supplement departmental classes. Juvenile students are not allowed to go to private academies, so they cannot receive additional education in addition to departmental classes. Therefore, various volunteers can take charge of math, science, English, society and Korean, and provide customized education for each juvenile student. Second, like a private prison, volunteers can conduct various personality education programs to induce mental change, thereby preventing the recurrence of juvenile delinquents. Third, if a corporation or institution establishes a private youth center, the government can reduce land acquisition costs and budget for building new buildings in the short term. In addition, the operator of the private youth center can reduce the operating expenses of the juvenile detention center compared to the national youth center through the efficiency of his work. Fourth, it is possible to establish and operate protection facilities that can be linked to juvenile detention centers. Juvenile students who cannot return to their homes after leaving the juvenile detention center can establish a foundation for self-reliance by living in a youth self-reliance center for a certain period of time. Teenagers' self-reliance can prevent them from becoming repeat offenders.

국영소년원인 전주소년원, 청주소년원, 제주소년원을 제외한 나머지 소년원은 과밀수용되어 있다. 과밀수용을 해소하기 위해서는 현재 소년원을 증축하거나 신 축을 해야 한다. 소년원을 신축한다면 국영소년원보다는 민영소년원으로 설립하 는 것이 더 나은지에 대해 알아보는 것이 연구의 목적이다. 연구 방법은 이론적 연구를 바탕으로 민영소년원을 설립했을 때 그 운영주체, 규모, 수용대상 등을 알아보고, 소년원 출원 시 돌아갈 가정이 없는 소년을 보호 할 수 있는 시설을 만들어 연계할 필요성과 민영소년원 설립의 필요성에 대해 알아보는 것이다. 연구결과 민영소년원을 설립하여 운영하는 것이 바람직한 방향이다. 그 근거는 첫째, 자원봉사자가 소년원생들의 학과수업을 보충해 줄 수 있다. 둘째, 민영교도 소처럼 자원봉사자가 다양한 인성교육 프로그램을 실시하여 소년원생들의 정신 적 변화로 재범을 방지할 수 있다. 셋째, 법인이나 기관이 민영소년원을 설립하 면 정부는 토지구입비용과 건물신축을 위한 예산을 단기적으로 절감할 수 있고, 운영의 효율성으로 운영경비를 절감할 수 있다. 넷째, 민영소년원과 연계할 수 있는 보호시설을 설립하여 운영하는 것이 가능하다.
