This study analyzed the change in the characteristics of the educational administration organization and suggested future development directions based on the Integrated School Support Center established at the each District Office of Education under the Seoul Metropolitan Office of Education, which was conducted in March 2019. To this end, from January 13th to 17th, 2020, interviews were conducted with 33 people, including center heads, supervisors, and practitioners at 11 centers in the Seoul Metropolitan Office of Education. As a result of the study, it was confirmed that the introduction of the Integrated School Support Center changed the role of the Education Support Office from a supervisory institution to an institution that solves school problems. In particular, the approach of responding to urgent issues in front-line schools by minimizing designated tasks and flexibly distributing tasks within the Office of Education was the characteristic that showed the greatest difference from the existing education administration organization. For the sustainable and effective operation of the Center, policies such as continuous promotional measures, maintaining a senior department, deploying excellent personnel, and supporting the Metropolitan Office of Education and the Office of Education shall be implemented. Furthermore, it was suggested that the center will focus on solving unstructured issues, predicting and responding to not only the issues that occurred but also future issues, and become the center of new problem-oriented administrative strategies and local education networks.

이 연구는 2019년 3월에 시행된 서울특별시교육청 산하 교육지원청에 설치된 학교통합지원센터(이하 센터)를 바탕으로 교육행정조직의 성격 변화를 분석하고 미래 발전방향을 제안하였다. 이를 위해, 2020년 1월 13일부터 17일까지 서울특별시 11개 교육지원청 내 센터의 센터장, 장학사, 실무자 등 33명을 대상으로 인터뷰를 진행하였다. 연구결과, 학교통합지원센터의 도입은 교육지원청의 역할을 관리감독 기관에서 학교의 문제를 해결해주는 기관으로 변화시켰음을 확인할 수 있었다. 특히 정해진 업무를 최소화하여 일선 학교의 긴급한 사안을 대응하고 교육지원청 내부의 업무를 유연하게 분장하는 접근은 기존의 교육행정조직과 가장 큰 차이를 보이는 특징이었다. 센터의 지속가능하고 실효성 있는 운영을 위해서는 지속적인 홍보방안 강구, 수석과 지위 유지, 우수한 인원 배치, 광역단위 교육청과 교육지원청의 지원 등의 정책이 시행되어야 한다. 나아가 센터가 지향해야 할 방향으로는 비정형화된 사안 해결에 집중하기, 발생된 사안 뿐 아니라 앞으로 발생할 사안을 예측하여 대응하기, 기존의 행정방식이 아닌 새로운 문제중심의 행정전략과 지역 교육네트워크의 중심이 될 것을 제언했다.
