At the beginning of this year, at the World Economic Forum (WEF) and the Annual General Meeting (Davos Forum), environmental issues, including the increasingly serious global warming issue, were intensively discussed and highlighted as a major agenda. The Ministry of Environment, Republic of Korea continues to promote the Framework Act on Low-carbon Green growth and the importance of reducing greenhouse gas emissions to respond to climate change, and provides various information to the public through various methods. Infographic, which is widely used in these environmental-related promotional materials, is increasingly being used due to its advantage of effectively delivering a lot of information in a short period of time, and is recognized as a good way to easily solve and publicize various difficult policy contents. In this paper, the internal meaning of the Ministry of Environment's 'greenhouse gas emission trading system' using infographic is‘innovation policy’, that is ‘environmental innovation’. As a research method, visual expression analysis of infographic images was derived based on Semiotic theory of Charles Sanders Peirce The infographic case type was analyzed with the semiotics triangle of Peirce, and in the results of the study analysis, a meaningful interpretation was constructed by expressing the object with an appropriate representation through the analysis of semiotic expressions by infographic type. This revealed that the function of infographic video expression can be an effective way of communicating with public institutions that provide various policy information.

올해 초 세계경제포럼(WEF), 연례총회(다보스포 럼)에서는 점점 심각해지는 지구온난화 문제를 비롯 해 환경 문제가 집중적으로 논의되고 주요 의제로 부 각되었다. 우리나라의 환경부에서도 기후변화 대응을 위한 저탄소 녹색성장 기본법, 온실가스 배출 감축의 중요성 등에 대한 홍보를 지속하고 있으며, 다양한 방법을 활용하여 꾸준히 국민에게 여러 정보를 제공 하고 있다. 이러한 환경 관련 홍보물에 많이 사용되 고 있는 인포그래픽(infographic)은 짧은 시간에 많 은 정보를 효과적으로 전달하기 좋다는 장점으로 인 해 활용 사례가 늘어나고 있는 추세이며, 어렵게 느 껴지는 각종 정책 내용을 쉽게 풀어서 알리기에 좋은 방법으로 인식되고 있다. 본 논문에서 인포그래픽을 활용한 환경부의 ‘온실 가스 배출권거래제’ 시각표현에 내재된 의미는 ‘혁 신 정책’, 즉 ‘환경의 혁신’이다. 연구방법으로는 퍼스의 기호학에 근거하여 인포그래픽 영상의 시각표 현 분석을 도출하였다. 인포그래픽 사례 유형을 퍼스 의 기호 삼원론으로 분석하였고, 연구 분석 결과에서 는 인포그래픽 유형별 기호학적 표현 분석을 통하여 적합한 표상체로 대상체를 표현하여 의미 있는 해석 체를 구성하였다. 이를 통해 인포그래픽 영상 표현 기능이 다양한 정책 정보를 제공하는 공공기관의 효 과적인 소통 방식이 될 수 있음을 밝혔다.
