Starting with the September 11 attacks, simultaneous attacks against unspecified people have not disappeared around the world. Last year, 1,663 terrorist attacks have caused a lot of casualties in 60 countries and international terrorist groups singled out Korea as terror targeted country naming it 'coalition of devils' and '62 Crusader coalition countries'. This study was intended to establish a more advanced terror response system so that military forces can support for anti-terrorism operations at any time to complement the lack of police forces as it would be hard to effectively response to simultaneous terrorist attacks with limited police forces in Korea, where population density is high. In order to develop the terror response system of Korea and military, this study has proposed measures such as integrating and simultaneously deploying anti-terrorism operations units of military and police, operating military police special duty team as a unit dedicated to anti-terrorism operations, founding joint training centers and strengthening jointness of anti-terrorism operations units of military and police. It is expected to serve as a momentum for the people to lead lives that are not passed down from terrorism and to strengthen national security.

‘9.11테러’를 기점으로 불특정 다수를 상대로 한 동시다발 복합테러가 전 세계적으로 사 라지지 않고 있고, 2019년 60개국에서 1,663건의 테러로 많은 인명피해가 발생하였으며, 국제테러단체는 우리나라를 ‘악마의 연합군’, ‘62개 십자군 동맹국’이라고 지칭하면서 테러 대상으로 지목하고 있다. 이 연구는 인구밀집도가 높은 우리나라에서 동시다발 복합테러가 발생할 경우 한정된 경찰력으로 효율적인 대응이 제한될 것이며, 부족한 경찰력을 보완하기 위해 군 병력이 언제든 대테러작전에 지원될 수 있도록 좀 더 발전적인 테러 대응체계를 정립할 필요가 있음에 목적을 두고 연구하였다. 우리나라 및 군의 테러 대응체계 발전을 위해 군·경 대테러작전부대의 동시투입 및 통 합운영, 대테러작전 전담부대로 군사경찰 특수임무대 운영, 군·경 대테러작전부대 합동성 강화 및 합동훈련장 설치 등의 발전방안을 제시하였으며, 테러로부터 국민이 안전한 삶을 영위하고 국가안보가 튼튼해 질 수 있는 계기가 되길 기대한다.
