This study examined what news frames are used in the social conflict issue, that is, the administration city(Sejong city). ‘Sejong city’ is a policy of both governments in Roh Moo-hyun and Lee Myung-bak. To analyze and compare both governments’s news frame, the study employed content analysis and frame analysis. The method of this study is to analyze and compare contents and frames of reported articles of Gwangju Ilbo and Daejeon Ilbo, Busan Ilbo, Seoul Newspaper, Josun Ilbo, Hankyreh Newspaper in both governments. Consequently, this study has reached the conclusion that follows: First, the analysis of editorial direction(tone analysis) indicates that each newspapers has its own political color. Each of them takes a very partial attitudes to issues, taking them to its advantage. And they have still paradigm of conservation and progressive newspapers, national and local newspapers. Also according to the government’s position, the tone of each newspapers has changed. Second, in this study adopted ‘economic consequences frame’, ‘human interest frame’, ‘morality frame’, ‘responsibility frame’ based on the Semetko & Valkenburg’s news frame scheme. And each newspaper has used its own different frame, especially the utilization of ‘economic frame’ and ‘responsibility frame’ was different. In conclusion, Korean newspapers still stuck in the existing paradigm of conservative and progressive newspapers, national and local newspapers. And it is focused on opposition and conflict between the ruling and opposition parties in social conflict issue. This study is to prove that the journalism should play a faithful role as a provider of alternatives in the situation of national conflicts by reporting abjective facts.

이 연구는 사회적 갈등 이슈를 묘사하는 뉴스프레임에 관한 것으로 노 무현 정부에서 이명박 정부에까지 이르고 있는 ‘행정도시’(세종시)의 뉴스 프레임을 비교 분석하는 연구이다. 본 연구의 방법은 기본적인 내용분석 과 프레임 분석으로 두 정부 시기에 각각 보도된 광주일보, 대전일보, 부 산일보, 서울신문, 조선일보, 한겨레신문을 비교하여 다음과 같은 결론을 내릴 수 있다. 첫째, 편집 방향(논조)의 분석은 각 신문사마다 독자적인 정치적 색깔이 분명했음을 나타냈다. 각 신문은 보수와 진보신문, 국가와 지방신문간의 차이를 보였고 장부의 입장에 따라 신문의 주도권도 변경되는 모습을 보였다. 둘째, 이 연구에서 발견한 ‘행정도시’(세종시)이슈의 뉴스프레임은 Semetko 와 Velkenburg의 뉴스프레임 방식을 기반으로 ‘경제적 중요성 프레임’, ‘인 간적 흥미 프레임’, ‘도덕성 프레임’, ‘책임프레임’으로서 특히 ‘경제적 중 요성 프레임’과 ‘책임 프레임’은 각 신문사마다 활용도가 달라 신문사마다 다른 프레임을 사용하고 있음을 알 수 있었다. 결론적으로, 두 정부에서 동시에 나타나고 있는 정책이슈에도 한국 신문 은 여전히 보수와 진보신문, 서울과 지방일간지라는 기존 패러다임에 갇 혀 사회적 갈등문제에 집중하고 있었다. 이 연구는 언론이 어떠한 시각에 서, 어떻게 정치사회적 갈등이슈를 다루어 구성하고 있는지를 탐구했다는 데 그 의의가 있다.
