This study reviewed 13 media-specific environmental related laws, regulatory standards, and universally applicable laws including air, water, waste, groundwater, soil, chemicals, noise oscillation, which must be performed in order to manage the general manufacturing industry. In addition, we analyzed the regulations on the mandatory recruitment personnel, considered the depths whether compliance with the minimum regulatory standards set by law would be the standard for ensuring the safety of the environmental sector and at the same time suggested the development plan. Research results, Compliance with regulatory standards of environmental related laws has been found to be somewhat less correlated with ensuring industrial safety and it was confirmed that the environmental related laws be set up from the viewpoint of preventing safety issues in the environmental field, as they consist mainly of regulations for risk reduction and preventive management.

본 연구는 일반적인 제조업을 운영하기 위하여 이행해야 하는 대기, 수질, 폐기물, 지하 수, 토양, 화학물질, 소음진동 등 13개 매체별 환경관련법과 규제기준 및 보편적으로 적용 되는 법령을 검토하였다. 또한, 법령에서 정하는 필수채용인력에 대한 규제를 분석하였고 법률이 정하는 최저 규제기준을 지키는 것이 환경분야의 안전을 보장하는 기준이 되는지 에 대하여 심층 고찰함과 동시에 그 발전방안을 제안하였다. 연구결과, 환경관련법의 규 제기준을 준수하는 것은 산업안전을 보장하는 것과는 상관성이 다소 떨어지는 것으로 확 인되었고 환경관련법은 위험저감 및 예방관리를 위한 규제 위주로 구성되어 있어 환경분 야의 안전을 예방하는 관점에서 설정된 것으로 확인되었다.
