The concept of sexual citizenship was created from the beginning of seeing sexuality through the lens of civil rights. In this study, in order to understand the concept of sexual citizenship newly emerged in citizenship education, in relation to sexual rights, the incompleteness of the traditional concept of citizenship is revealed. Focusing on Diane Richardson's research, it looks at the process of the developing of the theory of sexual citizenship from the perspective of equality to the perspective of difference and pluralism. In addition, the discussion on sexual citizenship reveals the need to reconsider in terms of reproductive citizenship, new boundaries of sexual, and sexual imperialism, and proposes a plan for citizenship education for sexual citizenship.

성적 시민성 개념은 시민권의 렌즈를 통해 성을 보기 시작하면서 생성된 개념이다. 본 논문에서는 시민교육에서 새롭게 등장한 성적 시민성 개념을 이해하기 위해, 성적 권리와 관련하여 전통적 시민성 개념이 지닌 불완전성을 밝히고, 다이앤 리차드슨의 연구를 중심으로 성적시민성 이론이 평등의 관점에서 차이, 다원주의 관점으로 발전하는 과정을 살펴본다. 더불어, 성적 시민성에 관한 논의가 재생산 시민성, 성의 새로운 경계, 성 제국주의 차원에서 재고될 필요성이 있음을 밝히면서, 성적 시민성에 대한 시민교육 방향을 제안한다.
