Although character and citizenship education are being strengthened, research and development of ethical citizenship productively integrating character and citizenship, as well as constructs of character and citizenship competencies, educational content elements, and achievement standards, remains stagnant. In order to effectively promote democracy as a way of life for school citizens through moral education, it is necessary to create a learning ecosystem for character and citizenship by eliminating the standards for writing textbooks, establishing politically neutral minimum educational standard to ensure the safety and welfare of teachers from the dangers that may arise when teaching on controversial issues.

인성 및 시민교육이 강화되고 있지만 인성 및 시민 역량의 구인 및 교육 내용 요소와 성취기준 변환 기준, 인성과 시민성을 생산적으로 통합하는 윤리적 시민성 연구・개발은 정체 상태이다. 도덕과 교육을 통해 학교 시민들이 민주주의를 일상의 삶의 방식으로 삼도록 효과적 으로 촉진하기 위해서는 인성 및 시민성 학습생태계 조성이 필요하며 교과서 집필기준 철폐, 정책 효과만 중시하는 정치인들의 법안 발의에 맞춘 정책보다 교사와 학생의 교수・학습권, 논쟁적 쟁점 수업에서 교 사와 학생을 안전하게 보호하는 시민교육 기준 마련이 필요하다.
