"Green New Deal" is emerging worldwide emerging as a solution to the crisis amid the economic crisis caused by COVID-19. In response, the Korean government also stressed the need for expansionary fiscal policy in the wake of the continued economic slump. In addition, As a new solution, the Korean government is preparing a policy to include 'Green New Deal' in the Korean New Deal. In reflection of this situation, this study is about an analysis of regional R&D investment factors in the energy sector by 17 local governments because the energy sector by 17 local governments is one of the key elements of the "Green New Deal." through the Index Decomposition Analysis(IDA). Through this, we could see that the economic factors of each region are affecting the R&D investment in the domestic energy sector. If influential economic factors that fit the characteristics of the region can be controlled one by one according to the regional situation, it is expected that quantitative and qualitative growth of the local economy will be achieved most efficiently in the energy sector.

세계적으로 코로나19로 인한 경제위기 속에서 이러한 위기를 극복하기 위한 해법으로 그린뉴딜을 강조하고 있는 국가가 늘어나고 있다. 한국도 지속적인 경기 침체를 극복하 기 위해서 확대재정정책을 강조하면서, 새로운 해법으로 한국판 뉴딜에 그린뉴딜을 포함 하는 정책을 발표하였다. 국가경제의 그린성장을 위해서는 청정에너지산업의 발전이 특 히 강조되고 있는 이때에 “에너지분야 지역 R&D 투자 변화요인 분석(17개 시·도별 사례 비교)” 라는 주제의 연구는 매우 시의적절하고 가치 있는 연구라고 할 수 있겠다. 이러한 상황을 반영하여 본 연구에서는 그린뉴딜의 중요 요소 중 하나인 에너지 분야 를 중심으로 17개 시·도별 에너지 분야 지역별 R&D 투자 변화요인 분석을 지수분해분석 방법론(IDA)을 통해 지역의 경제적 요인들과의 관계를 추정하였다. 이를 통해, 국내 에너지 분야에 대한 지역별 R&D 투자에 대해서 각 지역의 경제적 요인이 지역별 R&D 투자와 서로 영향을 주고받는 것을 볼 수 있었다. 지역의 특성에 맞 는 영향력 있는 경제요인들을 하나하나 지역 상황에 맞게 컨트롤할 수 있다면 에너지 분 야에 있어서만큼은 가장 효율적으로 발생 요인의 양적·질적 성장을 이룰 수 있을 것으로 기대된다.
