- Recently, security issues on industrial technology are undergoing rapid changes around the world. Developed countries are establishing response strategies to protect their own core technologies while creating conflicts with global value chain s and foreign capital movement. Also in Korea, we are approaching industrial security issues in the mid- to long-term in dustrial competitiveness. The purpose of this study is to survey on the awareness of the industrial security ecosystem an d derive key policy issues. Based on a three round survey, four policies were suggested as followings : systemization of industrial security control tower, enhancement of security company’s technical skills and training of security specialists, i mprovement of technology leakage prevention system through retirement personnel and M&A, reinforcement of research s ecurity in R&D process and proactive technology protection. It is hoped that this study will serve as a basis for policy-m aking as an evidence-based study reflecting the policy demands of industrial security.

- 산업기술 보안 이슈는 대내외적으로 급격한 변화를 겪고 있다. 미국 등 선진국은 글로벌 가치사슬 및 해외자 본 이동과 갈등을 빚으면서도 자국의 핵심 기술 보호를 위한 대응전략을 수립하고 있으며, 국내 또한 중장기 산 업경쟁력 속에서 산업안보이슈를 접근하고 있다. 본 연구에서는 국내 산업보안 관련 이해관계자들을 대상으로 산업보안 생태계 정책인식 조사를 통해 주요 이슈를 도출하였다. 조사결과, 이해관계자 모두 산업보안의 중요성 에 대해 인식하나 아직까지 국가전체 보안관리 역량은 낮다고 인식하고 있으며, 국가핵심기술은 국가에서 보다 책임을 지고 관리할 필요성이 있음을 제기하였다. 3라운드에 걸친 종합 델파이 조사를 기반으로 ‘산업보안 컨트 롤타워 중심 시스템 체계화’, ‘보안전문기업 기술력 강화 및 보안인력 양성’, ‘인력 및 자본을 통한 기술유출 방지 제도 개선’, ‘연구개발 과정에서의 연구보안 및 선제적 기술보호 강화’를 정책개선 과제로 제시하였다. 본 연구가 산업보안 현장의 수요를 반영한 증거 기반 연구로서 관련 정책수립의 기초가 될 수 있기를 기대한다.
