Terrorism has characteristics of diversity and complexity in means, forms and purposes of action. Terrorism triggered by religious ideology has been defined differently in the history, politics, and social environment of each country. Also, the types of terrorism can be classified as revolutionary, political, eco, nationalistic, State-Sponsored, religious and criminal terrorism. Moreover, Western media generally use a mixture of terms such as revolution, guerrilla, crime and terrorism. In particular, it is difficult to define a consistent concept of terrorism, as justification in the moral aspect is raised in these diverse and complex concepts of terrorism. Today, the scope of terrorist activities is spreading internationally and international cooperation is required to respond to them. However, the lack of a consistent definition of terrorism in the international community does not allow international cooperation to work properly to counter terrorism at the international level, and the punishment for terrorists is inconsistent. Many countries are attempting to agree on terrorism laws stipulated in other countries. However, understanding the origins, diversity, complexity, and modern perspectives of terrorism and clarifying the concept must be prioritized before stipulating terrorism laws. Therefore, in order to establish the concept of terrorism that can be universally accepted by the international community, an in-depth review of various factors that makes it difficult to establish a consistent definition of terrorism at the international level is required.

테러리즘은 행위의 수단과 형태, 그리고 목적 등에서 다양성과 복잡성의 특징을 가지고 있다. 최초 종교적 이념에서 시작된 테러리즘은 각국의 역사와 정치 및 사회환경에 따라 다르게 정의되어 왔다. 테러리즘의 유형은 혁명, 정치, 환경, 민족주의, 국가지원, 종교 및 범죄적 테러리즘 등 다양하게 분류되어 기술된다. 서구 언론에서는 테러리즘을 혁명, 게릴 라 또는 범죄 등의 용어와 무분별하게 혼용하여 사용하고 있다. 게다가, 테러리즘의 도덕적 측면에서의 정당성에 대한 다양한 논의가 제기되고 있는 등 테러리즘에 대한 일관된 개념 을 정의하는데 난항을 겪고 있다. 오늘날 테러범의 활동 범위는 국제적인 차원으로 확대되 고 있으며 이로 인한 인명피해의 심각성을 고려한다면 테러에 대한 대응방안으로서 국제 협력은 더 이상 간과할 수 없는 영역이다. 이를 위해 국제적으로 합의된 법적 근거의 마련 이 시급하다. 최근, 세계 여러 국가에서는 타국의 테러법에 동의하려는 시도를 보이고 있는 데 이는 국제적 차원의 테러에 대한 성공적인 대응을 염두한 움직임으로 보여진다. 이 논 문은 이러한 국제사회의 노력에도 불구하고, 여전히 테러리즘의 일관된 법률 제정에 어려 움을 겪는 이유를 테러리즘에 대한 통일된 개념적 정의의 부재에서 찾고자 한다. 세계 각 국가, 심지어 미국의 경우에 각 형사사법기관에서 규정하고 있는 정의의 일관성이 결여되 어 있다. 테러리즘에 대한 합의된 법률을 제정함에 앞서 테러리즘의 개념적 정의에 대한 이해가 선행되어야 할 것이다. 따라서, 테러리즘의 기원과 특성 및 현대 국제사회의 복잡다 기한 관점을 심층적으로 검토하여 정의상의 다양한 문제점을 진단할 필요가 있다.
