To ensure the least level of living services, an equal supply of infrastructure is important which provides services closely related to people's lives. However, the current decision of selecting the location of the infrastructure is made in terms of the total number of each municipality. Therefore, this study determines the location of urban infrastructure based on the population and accessibility of service, so that residents can be provided with equal services. Upon determination, the Location Model, P-median and Service area setting considering partial cover problem, and population centroid point is applied. As a result, although population centroid should be considered because the service needs to be provided to more people, it was more appropriate to select the location by the Location Model. Additionally, since the maximum allowance of distance is limited to 2km, it was more suitable to use a service model which considered the partially covering problem than P-median model, which considered the shortest distance. Lastly, it was better to select more suitable location by disregarding the population weight within the service area of existing facilities. This study has significance in selecting a location where the convenience of residents can be maximized by implementing the theoretically presented location model through actual case analysis.

생활서비스의 최저수준을 보장할 수 있도록 사람들의 생활에 밀접한 서비스를 제공하는 기반시설의 균등한 공급은 중요하다. 그러나 현재 기반시설의 입지 결정은 지자체별 총량 측면에서 이루어지며, 의사결권자의 임의로 이루어지는 경향이 있다. 따라서 서비스 수요자들의 요구를 적절히 적용할 수 있도록 접근성을 고려하여 공간적으로 실제 입지 선정이 필요하다. 따라서 본 연구는 서비스 공급 인구와 접근성을 중심으로 주민들이 균등한 서비스를 제공받을 수 있도록 도시기반시설의 입지를 결정한다. 이때, 최단거리, 최대 수요를 고려하여 입지-배분 모형을 적용한다. 연구 결과, 최대 수요를 고려한 입지 선택 모형을 적용할 경우 서비스권역 내 인구비율이 높았다. 또한, 기존 시설의 서비스권역 내 인구 가중치를 고려하지 않을 경우 더 적합한 위치를 선정할 수 있었다. 본 연구는 이론상으로 제시되는 입지모형을 실제 사례분석을 통해 구현함으로써 주민의 이용편의가 최대가 될 수 있는 입지를 선택한데에 의의가 있다.
