This study was conducted with the aim of calculating the relative importance priority for the establishment of the Korean Football Club Division. In order to achieve such research purposes, 98 members of the division league organized by the Korea Football Association were selected as priority sampling, and frequency analysis was conducted using the SPSS WIN 21.0 program to calculate importance priority for the establishment of the Korean soccer club division by applying the Delphi method, and the hierarchical structure analysis was derived using the EC-2000 program. The conclusions of applying the above study methods are as follows. First, the priority of the evaluation area for the establishment of the Korean soccer club division was calculated in the order of establishment of the prestigious system, securing the budget, and public relations system. Second, as a result of the analysis of importance priority of assessment items, the priority of importance was selected in order of education system, manager work system, and operation system of the peer group, the long-term budget securing played the most important role in securing the budget, the guarantee of budget autonomy, and the guarantee of realistic labor costs. Finally, the public relations system was selected in the order of public relations and cooperation between local governments.

본 연구는 한국형 축구클럽 디비전 구축을 위한 상대적 중요도 우선순위를 산출하고자 하는 목적으로 진행되었다. 이와 같은 연구목적을 달성하기 위해 2019년 대한축구협회에서 주관하고 있는 디비전 리그에 참여 중인 동호인 98명을 대상으로 유목적 표집(purposeful sampling)으로 선정하였으며, 델파이 방법을 적용하여 한국형 축구클럽 디비전 구축 을 위한 중요도 우선순위를 산출하기 위해 SPSS WIN 21.0 프로그램을 이용하여 빈도 분석을 하고, 중요도 우선순위 산출을 위해 계층 구조분석은 EC-2000 프로그램을 사용하여 결과를 도출하였다. 이상과 같은 연구방법을 적용하여 나타난 결론은 다음과 같다. 첫째, 한국형 축구클럽 디비전 구축을 위한 평가영역의 우선순위는 명문화된 시스템 구축, 예산확보, 홍보시스템 순으로 산출되었다. 둘째, 평가 항목의 중요도 우선순위 분석결과 명문화된 시스템에서는 동호인 교육시스템, 관리자 업무시스템, 운영시스템 순으로 중요도 우선순위가 선정되었고, 예산확보에서는 장기적 예산확보가 가장 중요하게 작용하였으며, 예산 자율성 보장, 현실적 인건비 보장 순으로 나타났다. 끝으로 홍보시스템은 대인 홍보, 지자체 협조 순으로 선정되었다.
