This study is to analyze the effect of the local government's citizen participation management policy tools on the effectiveness of the policy process and to analyze the moderating effect of the participation performance evaluation system in this relationship. As a result of analysis, it was found that the government's citizen participation management policy tools affect the effectiveness of the policy process by policy type. The factors that had positive influences on the effectiveness of the policy agenda setting and the effectiveness of the policy decisions were the president's political orientation for the operation of the participation system and the establishment of an action plan to activate the participation system. On the other hand, the incentive system for citizens to participate in the policy process has a negative effect on the effectiveness of policy agenda setting and policy making. And the operation of citizen participation-related programs has a negative effect on the effectiveness of policy agenda setting. Based on the results of this analysis, policy implications are suggested as follows : First, there is a need for a foundation for citizens to effectively participate in setting policy agendas and making policy decisions. Second, it is necessary to execute civic educations on major core policies. Third, the public participation budget system is needed as policy participation system for citizens.

본 연구에서는 지방정부의 시민참여관리 정책도구가 정책과정의 효과성에 미치는 영향과 이러한 관계에서 참여성과 평가제도의 조절효과를 분석하였다. 분석결과, 지방정부의 시민참여관리 정책도구는 유형별로 정책과정의 효과성에 다양한 영향을 미치는 것으로 나타났다. 정책의제 설정 및 정책결정의 효과성 모두에 정(+)의 영향을 미친 요인에는 참여제도 운영에 관한 대통령의 정치적 성향, 참여제도 활성화를 위한 실행계획 수립이 있었다. 반면에 시민들의 정책과정 참여를 유인하는 제도는 정책의제 설정과 정책결정의 효과성에, 시민참여 관련 프로그램 운영은 정책의제 설정의 효과성에 부(-)의 영향을 미쳤다. 이러한 분석결과를 토대로 정책의제 설정 및 정책결정의 효과성을 제고할 수 있는 정책도구로서 시민참여관리 정책방향을 제시하면, 첫째, 시민들이 정책의제 설정 및 정책결정에 효과적으로 참여할 수 있는 제도적 기반이 필요하다. 둘째, 중요한 정부정책에 대해 시민교육이 실시되어야 한다. 즉 시민들의 정책이해도를 높일 수 있는 정책별 맞춤형 교육을 지원하는 것이필요하다. 셋째, 시민들의 정책참여시스템을 구축하기 위해 시민참여예산제 등을 정비·확대해야 한다.
