This article explains how the Abe administration has exploited the threat perception against North Korea and China. Through analysis of the Abe administration's discourses stated in official documents of Ministry of Foreign Affairs (MoFA), Ministry of Defense (MoD), and Cabinet Secretariat, it attempts to explain how the threat perception lead to actual security policy. After the launch of the administration, it has repeated and escalated its own threat perception against North Korea and China to justify strengthening Japan's defense capabilities and the revision of the Constitution. Paradoxically, for the Abe administration, security threat from neighbouring countries played the role of assistance forces for Japan to become a Normal Country. In conclusion, first, threat perception against North Korea and China provides opportunity and orientation of Japan's autonomous building up of defense capability. Second, the threat perception has a profound effect on the institutional improvement for the effective rear support by the US in case of emergency on the Korean Peninsula. Third, as the threat perception escalates, the administration also emphasizes the necessity of constitutional revision.

본 연구는 일본 외무성, 방위성, 내각관방 등 정부기관의 공식적인 자료에 실린 아베 정권의 실제 언설에 대한 분석을 통해 아베 정권이 북한과 중국 위협인식을 어떻게 정치적으로 활용해 왔는지, 그리고 그것이 어떠한 정책으로 이어졌는지를 밝히고자 한 것이다. 아베 정권은 출범 이래 북한과 중국에 대한 위협인식을 반복적으로 강조하고 그 수위를 높이면서 일본의 독자적인 방위력 강화와 개헌의 당위성을 강조해왔다. 북한과 중국의 위협인식에 대한 아베 정권의 대응과 관련해서 주목되는 것은 첫째, 일본의 독자적인 방위력 정비의 중요한 계기와 방향성을 제공했다는 점이다. 둘째, 한반도 유사시 미국의 후방지원에 대한 실효성을 위한 제도적 정비 면에서 지대한 영향을 미쳤다는 점이다. 셋째, 위협인식의 증가에 비례해서 개헌의 당위성을 강화해 오고 있다는 점이다. 역설적으로 말하자면 주변국으로부터의 안보위협은 아베 정권이 일본의 보통국가화를 추진하는 데 있어 고마운 지원군과도 같은 것이다.
