The purpose of this paper is to discuss the need for democratic learning of controversial socio-political and ethical issues in moral education in order to cultivate ethical, moral and righteous citizens. To this end, this paper discusses the meaning of controversial issues, examples of controversial issues in moral education, statements about controversial issues in the 2015 Moral Education Curriculum, principles and practices for controversial issues in moral education, and ethical competencies and skills as developmental objectives. This discussion underscores the development of the ability to peacefully resolve conflicts by finding common ground among different perspectives and views in our society where ideological divisions and extremities deepen, especially empathic ability to ethically imagine the views and opinions of the silent.

이 논문의 목적은 도덕적 인간과 정의로운 시민으로서 윤리적 시민 을 길러내고자 하는 도덕과 교육에서 논쟁적인 사회정치적, 윤리적 쟁 점들에 대한 민주적 학습이 필요한 이유를 논의한다. 이를 위해 논쟁 적 쟁점의 의미, 도덕과 교육에서 논쟁적 쟁점의 사례, 도덕과 교육과 정의 논쟁적 쟁점에 대한 진술, 도덕과 교육에서 논쟁적 쟁점 수업의 원리와 실행 지침, 발달의 목표로 삼는 윤리적 역량과 기술을 논의한 다. 이러한 논의는 이념 분열과 극단화가 심화하는 우리 사회에서 공통 근거발견을 통해 평화적 갈등해결능력 특히 침묵하는 사람들의 관 점과 견해를 윤리적 상상하는 공감적 능력을 발달시킬 것을 강조한다.
