Until recently, the international community has recognized massive terrorism targeting an unspecified number of civilians as a major threat. Such terrorism is being studied in various fields at home and abroad, and the Global Terrorism Database (GTD) is being actively used as the basis for research. On the other hand, Korea has been considered a relatively safe zone for terrorism, but the recent change in the international community's status and increased influence have increased the threat of international terrorist organizations trying to target South Korea, and Korean society still has a difficult part to consider as a safe zone for terrorism due to its special relationship with North Korea. Nevertheless, so far, there is no database of terrorism-related statistics reflecting such a special Korean terrorist environment. Most domestic terrorist studies are based on international terrorist data such as GTD or on overseas research trends. However, it is necessary to establish a Korean-style terrorism database with basic research materials that reflect the nation's terrorist environment in order to boost research in domestic terrorismrelated fields so as to properly respond to future terrorist threats in Korea. Therefore, this study examines the direction of the Korean-style terrorism database by reviewing the international terrorism database to suggest the establishment of the Korean-style terrorism database. It will then analyze Koreanstyle terrorism crimes and propose ways to establish a Korean-style terrorism database. Finally, it presents policy implications through the establishment of a Korean-style database of terrorism.

최근까지도 수차례 발생한 불특정 다수의 민간인 대상 테러는 현대 국제사회의 큰 위협이다. 테러는 국내외 여러 분야에 걸쳐 연구되고 있으며, 연구 기초자료로 국제 테러리즘 데이터베이스(Global Terrorism Database, GTD)가 대표적으로 활발히 활용되고 있다. 우리나라는 그간 비교적 테러 안전지대로 여겨져 왔으나, 한국을 표적화하는 다양한 테러조직의 위협이 증가하고 있다. 그러나 한국의 특수한 환경을 반영해 연구 가능한 테러범죄 통계 데이터베이스는 아직 구축되지 않았다. 대부분 국내의 테러 연구는 GTD와 같은 국제적인 테러데이터를 활용하거나 해외 문헌 검토를 바탕으로 이루어지고 있다. 그러나 국내 테러 연구를 위해서는 우리나라의 테러 환경을 반영한 한국형 테러리즘 데이터베이스(Korea Terrorism Database, KTD) 의 구축이 필요하다. 따라서 본 연구에서는 국제 테러리즘 데이터베이스와 관련 연구를 소개한다. 그리고 한국형 테러범죄 유형을 분류하고 한국형 테러리즘 데이터베이스의 구축 모형을 제시한다. 마지막으로는 한국형 테러리즘 데이터베이스의 구축을 통한 실무적･정책적 함의를 제시한다.
