The international situation and security environment surrounding the Korean Peninsula are rapidly changing. While the competition of cutting-edge weapons development by neighboring powers is going on during the 4th Industrial Revolution, North Korea's asymmetric strategic weapon has become an international issue. In order to support sophisticated military operations, the need for advanced weapons systems is increasing, and the expansion of defense R&D systems for the development of core technology is inevitable. This paper examines the development strategy of defense R&D based on the theoretical background of the characteristics of the 4th Industrial Revolution, the R&D system of advanced countries, the basic fostering plan of the defense business, and the four important elements of the defense business, transparency, efficiency, professionalism, and competitiveness. The defense R&D development strategies are as follows : 1. Improvement of the research institution's audit system to advance research ethics; 2. Improvement of regulations to ensure researcher-centered autonomy; 3. Researcher-centered research administration advancement plan 4. Securing and fostering professional science and technology personnel 5. Strengthening the expertise of research personnel and innovation in defense R&D 6. Actively utilizing young scientists and creating a research-friendly immersive environment.

한반도를 둘러싼 국제정세와 안보환경이 빠르게 변화하고 있다. 4차산업혁명에 따른 주변강대국의 최첨단 무기개발의 경쟁과 함께 북한의 비대칭 전략무기가 국제이슈화가 되어 있는 실정이다. 정예화된 군 작전 지원을 위해서 첨단 무기체계 소요가 증가하고 핵심기술 개발을 위한 국방 R&D시스템의 확대가 불가피한 실정이다. 4차 산업혁명의 특성과 선진국의 R&D 시스템, 방위사업 기본육성계획, 방위사업의 기본이념인 투명성·효율성·전문성·경쟁력을 이론적 배경으로 하여 국방 R&D의 발전전략을 고찰하 였다. 국방R&D발전전략으로는 1. 연구윤리 선진화를 위한 연구기관의 감사제도 개선, 2. 연구자 중심의 자율성 보장을 위한 규제 개선 3. 연구자 중심의 연구행정 선진화 방안 4. 전문 과학기술 인력의 확보 및 육성 5. 연구인력의 전문성 강화 및 국방R&D 혁신 6. 젊은 과학자 적극 활용 및 연구 친화적 몰입 환경 조성 등이 필요하다.
