This study analyzes the audit results and results of the board of audit and inspection on the operation and management status of national teams and athletes' villages. It also aimed to suggest the direction of improvement through sports ethical implications by highlighting unethical fragments of the best sports elite groups in Korea. The audits were categorized into ‘Athletes' Village Operations and National Team Management Areas’,‘Sports Violence Investigation and Processing Areas’, and ‘Sports Violence Improvement Measures Promotion Area.’ It was interpreted as personal ethical approach, socio-cultural approach, and institutional lack as the cause of unethical conditions in the operation and management of national teams and athletes' villages. In the direction of improving the unethical behavior of the national team's sports elite group, it was suggested from the personal ethical point of view that Plato emphasizes the need for excellence and righteousness for the public as a common being. From the socio-cultural point of view, it was suggested that pursuing the common good according to the utilitarian standpoint should pursue the greatest number of happiness. Lastly, it is difficult to solve the ethical problems of the national elite groups only by practicing personal conscience and morality. Therefore, the Ministry of Culture, Sports and Tourism, the Korea Sports Association, and the Korea Sports Association for the Disabled were insisted on establishing a sports ethics system.

이 연구는 국가대표 및 선수촌 등 운영ㆍ관리실태에 대한 감사원의 감사내용과 결과를 분석하고, 대한민국 최고 스포츠 엘리트 집단의 비윤리적인 파편들을 조명하여 스포츠윤리적 함의를 통해 개선방향을 제시하는 것을 목적으로 진행하였다. 국가대표 및 선수촌 등 운영ㆍ관리실태 감사를 분석한 결과 ‘선수촌 운영 및 국가대표 등 관리 분야 ’, '스포츠 비리 조사 및 처리 분야’, ‘스포츠 비리 개선대책 추진 분야’로 범주화 되었다. 국가대표 및 선수촌 등 운영ㆍ관리실태의 비윤리적 실태의 원인으로 개인윤리적 접근, 사회문화적 접근, 제도적 미흡으로 해석하였다. 국가대표 스포츠 엘리트 집단의 비윤리적 행위의 개선방향으로 개인윤리적 관점에서는 플라톤이 강조하는 공동의 존재로서 공공을 위한 탁월함 과 올바름이 필요함을 제시하였다. 사회문화적 관점에서는 공리주의적 견지에 따라 공동선(common good)을 추구하여 최대 다수의 행복을 추구해야 함을 제시하였다. 마지막으로 개인적인 양심과 도덕의 실천만으로는 국가대표 엘리트 집단 의 윤리문제를 해결하기 어렵다고 보고 문체부, 대한체육회, 대한장애인체육회의 규정의 일원화와 스포츠윤리제도 확립 을 주장하였다.
