Korean educational penalism in penal ideology valued rehabilitation for criminals(correction public services) through correction counseling for them and korean prison system for them adopts correction counseling as a method of rehabilitation for them since the enactment of education penalism in the 1950s. But korean correction counseling for criminals has resulted in limitations in the effectiveness and persistence of correction counseling due to the value-free, bureaucratic limits of correction counseling for criminals. Therefore, religious correctional counseling for them, such as christianity has been widely practiced by religionists complementing the limits of korean bureaucratic correctional counseling for them. But correctional counseling mission as a form of religious correctional counseling for them is lowering effectiveness of correctional counseling for them. due to various problems, such as lack of expertise of correctional counseling for them, commercialization of mission, capitalization of mission and bureaucracy of mission. But existing studies related to correctional counseling have limits access from micro perspective, theological, linear perspective. Therefore, I showed my original improvement device of correctional counseling for them with micro, macro aspect through interdisciplinary study contrary to existing studies.

응보주의와 달리 교육형주의에서는 범죄인에 대한 교화라는 교정공공재의 생산에서 교정상담을 통한 교화를 중시하였고 우리나라도 교육형주의를 채택한 1950년대 이후부터 교정상담을 교화의 한 방법으로 채택하고 있다. 그러나 가치중립적이고 관료적인 한계로 인하여 교도관과 교정위원에 의한 교정상담은 상담의 효과성과 지속성에서 한계를 가져왔다. 따라서 기독교 등의 종교적 교정상담이 관료제적 교정상담의 한계를 보완하면서 종교인에 의해 널리 행해지고 있다. 그러나 종교적 교정상담의 한 종류인 교정상담사역은 전문성의 부족, 사역의 상품화와 자본화 및 사역의 관료화 등 여러 문제점을 가지고 있어 상담사역의 효과성을 저해하고 있다. 이에 관한 선행연구들도 미시적, 신학적인 단선적 측면에서만 접근하는 한계를 보이고 있다. 따라서 교정상담사역에 관한 선행연구들과 달리 학제적 측면에서 교정상담사역의 개선방안을 미시적, 거시적 접근으로 독창적으로 제시하였다.
