This study explores ways to enhance childbirth and female employment at the same time in Gwangju and Jeonnam, which are facing an era of population cliff. First, a review of the dynamic trends showed that a high employment rate increase in Gwangju was accompanied by falling birth rate, while Jeonnam saw an increase in the birthrate and a weakening of women's employment at the same time. Meanwhile, based on the national average of the birth rate and the female employment rate(at age 15~49 and age 30~34) for each year, each region was assigned into one of four types (type1: high birth rate and high employment rate, type2: high birth rate and low employment rate, type3: low birth rate and low employment rate, type4: low birth rate and high employment rate), and the factors needed to switch from each type to the most ideal type1 were derived. The analysis found that Gwangju needs to expand the proportion of female regular contract workers and change the culture of long-time working in order to increase the birth rate and the female employment rate at the same time, while Jeonnam needs to try to make the service sector more valuable.

본 연구에서는 인구절벽 시대에 직면해 있는 광주전남 지역을 중심으로 출산과 여성고용을 동시에 제고할 수 있는 방안을 탐색한다. 먼저 동태적 추이를 검토한 결과, 광주는 높은 고용률 증가가 출산율 저하를 수반하고 있고, 전남은 출산율 증가와 여성의 고용약화가 동시에 진행되는 것으로 나타났다. 한편, 출산율과 여성고용률(15~49세, 30~34세)의 각년도 전국평균을 기준으로 각 시도를 네 유형(유형1:高출산-高고용, 유형2:高출산-低고용, 유형3:低출산-低고용, 유형 4:低출산-高고용)으로 구분하여 제반 유형에서 유형1(정책 이상유형)로 전환하기 위해 필요한 요인을 패널다항로짓 분석을 통해 도출해 보았다. 분석 결과, 출산율과 여성 고용률을 동시에 제고하기 위해서는 광주의 경우, 여성 상용근로자 비중 확대와 장시간 근로 문화의 개선이 필요하고, 전남은 서비스업의 고부가가치화를 시도할 필요가 있음을 밝혀냈다.
