The purpose of this study is to identify the operation status of the elderly day care center and to suggest a plan to find out the problems and activate them. For this purpose, the operation status of the institutions was investigated through in-depth interviews with the heads of institutions and employees in 11 Jeollabukdo, where the elderly population is concentrated, and surveys of users. As a result of the analysis, most of the institutions are experiencing operational difficulties because the policies and systems of the welfare facilities for the elderly are very different from reality. In order to improve this, it is necessary to reestablish the on-site system considering the status, role, and actual operation status of the facility. Also, efforts to raise awareness that everyone can use with confidence should be preceded by promoting the purpose, necessity and benefit of the day care center to the users, their families, and potential customers who will be used in the future at the national level. Based on the results of this study, the plan to activate the day care center is proposed. First, it is necessary to establish a system of management and supervision of facilities in accordance with the field to strengthen the partnership between centers. Second, the workers should be regularly guided and educated to share information on the revised laws and policies, administrative affairs, new knowledge and programs. Third, public relations and support efforts should be made to improve and improve the awareness of day care centers for citizens at the national level. Fourth, the quality of nursing services should be improved by improving the poor employment conditions and treatment of employees to the reality.

본 연구의 목적은 노인주간보호센터의 운영 실태를 파악하고 문제점을 밝혀, 활성화하는 방안을 제안하는 것이다. 이를 위해 고령인구가 밀집된 전라북도 11개 지역의 기관장과 종사자에 대한 심 층인터뷰 그리고 이용자의 설문조사를 통해 기관의 운영 실태를 조사하였다. 분석결과 현재 시행하 고 있는 노인복지시설의 정책이나 제도는 현실과 괴리가 커, 대부분의 기관이 운영상의 어려움을 겪고 있는 것으로 조사되었다. 이를 개선하기 위해 시설관계자들의 지위나 역할, 기관의 실질적인 운영 상태를 고려한 현장형 시스템으로의 재정립이 필요하다. 또한 국가차원에서 이용자나 그 가족, 앞으로 이용하게 될 잠재고객들에게 주간보호센터의 목적 및 필요성, 유익성을 제대로 홍보하여 모 두가 안심하고 이용할 수 있는 인식제고의 노력이 전제되어야 할 것이다. 이러한 조사결과를 바탕으로 주간보호센터의 활성화 방안을 제시하면 첫째, 시설의 수급조절과 관리감독 체계를 현장에 맞게 구축하여 센터 간 파트너십을 강화하는 지원정책이 필요하다. 둘째, 종사자들에게 개정된 법과 정책, 행정업무, 새로운 지식 및 프로그램 등에 대한 정보공유를 정기적 으로 안내하고 교육해야 한다. 셋째, 국가차원에서 시민들에게 주간보호센터의 인식 개선 및 제고를 위한 대대적인 홍보와 지원노력이 경주되어야 한다. 넷째, 종사자의 열악한 고용 여건과 처우를 현 실에 맞게 개선해 요양서비스의 질을 높여 나가야 한다.
