This study was conducted to explore the prerequisites for the establishment of the soccer integrated division system. To achieve this goal, a total of 82 participants, including 60 working-level officials, 12 soccer club division experts, five KOC officials, and five KFA officials, participated in the project in 2019 to verify the validity of the results on three occasions and utilized the results as the final SWOT data after obtaining advice from experts. The research conclusions and suggestions derived by applying the above research methods are as follows. First, five factors of strength and six factors of weakness were derived from internal environmental analysis. Second, six factors of opportunity and six factors of threat were derived from analysis of external environment. Third, the prerequisites through the analysis of the internal and external environment were composed of the budget system, which was established under the ST Strategy, which was developed through the promotion of the devision, cooperation of local governments, customized vision, promotion of the national level, personnel reform, response investment, selective budget payment, and the WO Strategy consisted of the development of the division culture, manual development, homepage development, grassroots education, and WT based education.

본 연구는 축구 통합 디비전시스템의 구축을 위한 선행 조건을 탐색하기 위해 수행되었다. 이러한 연구목적을 달성하기 위하여 2019년 현재 축구 디비전 시스템을 운영하고 있는 실무 담당자 60명, 축구클럽 디비전 전문가 12명, 그리고 대한체육회 5명, 대한축구협회 관계자 5명 총 82명이 참여 하여, 총 3회에 걸쳐 결과 내용에 대한 타당도를 검증 받고 어느 정도 실효성을 보유하고 있는지를 확인하기 위하여 재차 전문가 집단의 조언을 얻어 최종적인 SWOT자료로 활용하였다. 이상과 같은 연구 방법을 적용하여 도출된 연구결론과 제언은 다음과 같다. 첫째, 내부 환경 분석결과 강점 5개요인과 약점 6개 요인이 도출되었다. 둘째, 외부환경 분석결과 기회 6개요인과 위협 6개 요인이 도출되었다. 셋째, 내⋅외부 환경 분석을 통한 전제조건 중 ST전략에서는 디비전의 고도화, 지자체 협조, 맞춤형디비전, 홍보 명문화된 예산 체계로 구성되었고, SO전략은 차별화된 프로모션, 국가차원의 홍보, 인적 쇄신, 대응투자, 선별적 예산지급으로 탐색되었 으며, WO전략에서는 디비전문화형성, 매뉴얼개발, 홈페이지개선, 풀뿌리교육, 유소년 팜시스템으로 구성되었으며, 끝 으로 WT전략은 자긍심 및 매너교육, 홈페이지연동, 선진문화탐방, 순회형 교육, 무분별한 대회 유치 방지가 전제조건이 탐색 되었다.
