At 100th Anniversary of 3 1 Independence Movement Day address, President Mun Jae-In announced the concept of ‘Neo-Korean Penninsula System’. It means a new order led by Korea peace-coorperation community and economic-coorperation community. This article is about the concept and practice direction of Neo-Korean penninsula system. Also, it researches on the policy for Independence reinforcement of North-South Relations. To make up Peace-coorperation community and Economic-coorperation community at Korean Penninsula, It is essencial to cooperate with neighboring countries like the US, Japan, China, and Russia as well as North Korea. It is needed to considerate foreign and domestic perspective to reinforce independence of North-South Korea Relation. On foreign issues, it is necessary to strengthen US-ROK alliance and US-ROK cooperation. On North-South Korea’ issues, constant conversation and persuasion and building mutual trust are required. On domestic issues, it is necessary to resolve South-South conflict, build short & long term measures for self-defence, and form national consensus on government policy.

2019년 3.1절 100주년 기념사에서 문재인 대통령은 ‘신한반도체제’ 구상을 발표하였다. 이는 한국이 주도하는 새로운 질서, 새로운 평화협력공동체, 새로운 경제협력공동체를 의미 한다. 본고에서는 신한반도체제의 개념과 신한반도체제의 대외ㆍ남북ㆍ국내분야 실천방향 그리고 남북관계 독자성 강화를 위한 정책방향에 대해 살펴보고자 한다. 한반도를 중심으로 하는 평화협력ㆍ경제협력공동체를 구성하기 위해서는 한국과 북한뿐만 아니라 미ㆍ일ㆍ중ㆍ러 등 주변국의 협력이 필수적이다. 한국은 한반도 문제의 당사자로서 독자성을 갖고 남북관계를 해결해 나가야 한다. 남북관계 독자성 강화를 위한 정책방향으로, 대외적 차원에서 한미동맹 및 한미 공조체제 강화, 국제사회와의 협력체제가 필요하고, 대북 적 차원에서는 지속적인 대화와 설득, 상호신뢰 구축이 요구된다. 또한 대내적 차원에서는 남남갈등 해결, 자주국방을 위한 장ㆍ단기대책 추진, 정부정책에 대한 국민적 공감대 형성 등이 필요함을 제시하였다.
