The purposes of this study were to promote discussions on education hub-a recent trend of the internationalization of higher education which has been gaining popularity, to examine the process and related issues in developing an education hub in Malaysia, and to discuss its implications for the current strategies for establishing Korea as an education hub. By dividing the process of establishing education hub in Malaysia into several major parts, this study delved deeply into its announcement and implementation, background, objectives and focus, strategies (national plan/policies), key policy sectors and actors, and issues and challenges. Education hub in Malaysia, as a government-led initiative, was expected to attract the establishment of renowned foreign higher education institutions in a selected region, which is similar to Korea. However, the Malaysian government, with a more comprehensive strategy and a set of more general long-term goals, seems to be more committed to realizing the vision, and this could provide meaningful implications for the further development of the education hub in Korea. The findings suggested that the Korean government should come up with a more detailed plan and establish a quality assurance system to monitor the academic standards of foreign higher educational institutions.

본 연구의 목적은 현재 고등교육의 국제화에 있어서 관심을 갖고 있는 교육 허브에 관한 논의를 증진시키고 말레이시아의 교육 허브 추진 과정과 관련 쟁점을 살펴봄으로써 우리나라에서 진행되고 있는 고등교육 허브 관련 정책에 시사점을 얻고자 하였다. 이를 위하여 말레이시아의 교육 허브 조성 과정을 교육허브 정책의 발표 및 시행, 추진 배경, 추진목표와 초점, 추진전략: 국가 계획/정책, 핵심부처 및 추진 주체, 그리고 쟁점 및 과 제 등으로 나누어 분석하였다. 말레이시아의 경우는 국가주도로 교육허브 정책을 추진하였으며, 특정지역을 선정하 여 외국 고등교육기관을 유치하고 있다는 점에서 우리나라와 유사한 교육 허브 정책을 가지고 있다. 그러나 말레이시아의 경우는 교육 허브에 대한 국가주도 전략이 좀 더 거 시적이고 장기적이라는 점에서 우리나라의 교육 허브 추진 방안에 의미있는 시사점을 준다. 이를 위해 본 연구는 국가 주도의 구체적인 지향점과 계획이 마련되어야 한다는 것과 외국 고등교육기관에 대한 질 관리 체제를 마련할 수 있도록 하여야 한다는 제언을 제시하였다.
