This study is for seeking Busan's response strategy under the EARC (East Asian Rail Community) design. In particular, Busan is a logistic hub connecting the continent and the ocean through sea and land. Nevertheless, 3 of 4 routes the EARC design has proposed have Seoul as origin-destination, Therefore, Busan needs to come up with a strategy to cope with this situation. This study presents the following counter strategies. First, efforts to persuade government by using the fact Busan used to be an origin-destination of Eurasian Railway in the past, as well as an origin-destination of TAR(Trans Asian Railway Project) project . Second, Busan should take initiative in forming a consultative body with cities on the EARC route and lead it. Third, a consultative organization with the government and railway-related public agencies is required for a proper policy establishment system. Finally, the importance of the Busan railway should be promoted through the construction of sculptures that indicate that it used the be origin-destination of Eurasian Railway in the past or a railway history gallery.
