The purpose of this study is to propose a plan for the establishment of effective safety measures for private and public expenses in international events through the problems and improvement plans of the private security security manpower centering on the safety measures of the 2018 PyeongChang Winter Olympic Games. And to contribute to the improvement of safety activities in international events. Interviews were conducted for the 2018 PyeongChang Winter Olympic Games and Paralympic Safety Security officials to analyze the problems during the international events and suggest ways to improve them. First, it is necessary to establish the standard of scope of granting legal control and scope of safety activities when carrying out work through safety measures. Immediate measures to cope with safety control failures should be taken immediately, and amendments to the laws of relevant laws and ordinances are necessary. Second, it is necessary to verify the professionalism in the employment of security personnel, establish a systematic education and training system, and verify the professionalism of the workforce. In order to utilize private safety security personnel at international events, the private security business law should be revised to receive practical security education through practical participation. Third, it is necessary to secure a budget for the operation of private security security personnel and build an infrastructure suitable for the size of the work environment of civil security security personnel.

본 연구는 2018 평창동계올림픽 안전대책을 중심으로 민간안전보안 인력운영에 따른 문제점과 개선방안을 통하여 국제행사시 민간경비와 공경비의 효율적인 안전대책 구축방 안을 제시하고자 하였으며, 이 분야의 경험적인 연구기반을 마련하고 국제행사의 안전 활 동 향상에 기여하고자 하였다. 2018 평창동계올림픽 및 패럴림픽 안전보안 관계자를 대상으로 인터뷰를 실시하여 국제 행사시 문제점을 분석하고 개선방안을 제시하였다. 첫째, 안전대책을 통한 업무 수행시 법적 통제권한 부여 및 안전 활동 범위의 기준 정립 이 필요하다. 안전통제 불응시 초동대처를 위한 즉각적인 조치가 필요하며 이를 위한 관련 법령의 법안 개정이 필요하다. 둘째, 안전요원 채용시 전문성 검증 및 체계적 교육훈련 시스템 구축과 인력의 전문성 검증절차가 필요하다. 국제행사시 민간안전보안 인력을 활용하기 위해서는 실질적인 참여 에 의한 실무보안교육을 받을 수 있는 민간경비업법 개정이 이루어져야 한다. 셋째, 민간안전보안 인력의 운영을 위한 예산을 우선적으로 확보하고 민간안전보안 인 력의 근무환경 규모에 맞는 인프라 구축이 필요하다.
