Terrorism can be classified as traditional terrorism and new terrorism. The new terrorism in the modern society includes biochemical weapons, cyber terrorism, nuclear weapon terrorism. Many countries are paying attention to nuclear tests and the threat of missiles of North Korea that possesses EMP design information. The United States are preparing a report on the defense against North Korea’s EMP attack, but South Korea, despite acute military tension with North Korea, has insufficient awareness of terrorism and corresponding measures. EMP bombs melt electronic circuits within tens of meters above and below ground and destroy electronic devices by pulse wave from electric field upon detonation. Continuous social and economic damage and resulting damage of human life are expected in the case of EMP attacks. This article examines the domestic and foreign counter-terrorism system, analyzes the problems of the counter-terrorism system of South Korea, and makes suggestions on counter-terrorism.

테러에는 전통테러리즘과 뉴테러리즘이 있으며, 현대사회에서의 뉴테러리즘은 과학적 인 발달로 인한 생화학 무기, 사이버테러, 핵무기 테러 등이 있다. 그 중 여러 국가가 EMP 설계정보를 보유하고 있는 북한의 핵실험 및 미사일 위협에 촉각을 세우고 있는 가운데 미국은 북한의 EMP 공격을 막기 위한 대응보고서를 작성하고 있으나, 북한과 긴박한 대치 상황에 놓여있는 우리나라는 테러에 대한 인식 뿐 아니라 대응방안이 미흡하다. EMP탄은 폭발 시 발생하는 전기장에 의해 주변 전기장이 강력한 진동을 받는 펄스파로 지상 및 지하 수십 미터 내 장비의 전자회로를 녹이고 전자장치를 모두 파괴한다. 이러한 EMP 공 격이 발생하면 사회･경제적 막대한 피해와 그 혼란으로 야기될 인명피해는 2차, 3차로 이 어질 것이다. 이에 본 논문에서는 국내･외 테러대응체제를 살펴 본 후 국내 테러대응 기구 의 문제점을 살펴보고, 대응방안을 제시할 것이다.
