This study examines recent trends in drugs, which can be considered one of the world's most important problems. And it was analyzed through the World Drug Report reported by the United Nations Office on Drugs and Crime in 2019, the Supreme Prosecutors' Office drug white paper, and the drug related judgment. According to the global trend of drug addicts, about 5.5% of the world's population uses drugs. We also looked at the trends of drugs that are illegally manufactured through legal purchases. In Korea, we examined distribution trends of heroin, cocaine, amphetamines (ATS), and Cannabis. Through the global trends and domestic trends of drug offenders, the real condition of Korea drug offenses was examined. As a result, the number of drug offenders has been decreasing recently, but the increase in recidivism rate and the trial result have been a trend of light punishment. Based on these trends and conditions, the control strategy is presented as follows. First, it proposed strengthening the treatment order system, second, introducing foreign drug treatment courts and treatment /checkup systems, third, expanding the surrender program for drug users. Through this control strategy, drug offenders will be reduced and recidivism will be reduced, and social costs will be reduced.

이 연구는 세계적으로 중요한 문제 중 하나로 꼽을 수 있는 최근 마약류의 동향을 고찰하 였다. 이에 2019년 UNODC(United Nations Office on Drugs and Crime, UNODC))에서 보 고되는 세계 마약 보고서(World Drug Report), 대검찰청 마약류 범죄백서, 마약류 관련 판 결문 등을 통해 분석하였다. 마약류 사범의 세계적 동향으로는 전 세계 인구의 5.5% 가량이 마약류를 사용하는 것으로 나타났다. 이와 함께 합법적인 구매를 통해 불법적으로 제조되는 약물의 동향까지도 살펴보 았다. 국내의 동향으로는 헤로인, 코카인, 암페타민류(ATS), 대마 등의 유통 동향을 살펴보 았다. 마약류 사범의 세계적 동향과 국내의 동향을 통해 국내 마약류 범죄의 실태를 살펴보았다. 그 결과 마약류 사범은 최근 감소하는 추세로 나타났지만, 재범률의 증가와 재판결과는 경한 처벌의 추세로 나타났다. 이러한 동향과 실태를 통해 통제 전략을 다음과 같이 제시하였다. 첫째, 치료명령제도의 강화, 둘째, 외국의 마약류 치료 법원 및 치료·검사 제도 도입, 셋째, 마약류 사용자의 자수 프로그램 확대를 제시하였다. 이러한 통제전략을 통해 마약류 사범의 감소 및 재범률 감소가 될 것이며, 사회적 비용까지도 감소될 것으로 판단하였다.
