Sen criticizes informational monism and proposes informational pluralism as an alternative. Sen suggests well-being achievement, well-being freedom, agency achievement, and agency freedom as a ethically significant category of information and suggests a capability approach to dealing with them. Capability approach captures the quality of life in terms of functionings and capabilities. Sen's informational pluralism and capability approach stand on ‘the thesis of distinction between achievement and freedom’ and ‘the thesis of distinction between well-being and agency. There is no problem in accepting the thesis of distinction between achievement and freedom. However, the thesis that distinguishes well-being from agency stems from the ambiguity of the concept of well-being, the misunderstanding of the relationship between the two concepts, well-being and agency, and the overemphasis on distinguishing between well-being, a concept as a whole and freedom of choice, the core components that make up the concept. Therefore, Sen's capability approach needs to be restructured into a capability approach based on welfare achievement and welfare freedom.

센은 정보 일원론을 비판하고, 그 대안으로 정보 다원론을 제안한다. 그는 복지 성취, 복지 자유, 행위주체성 성취, 행위주체성 자유를 윤리 적으로 유의미한 정보 범주로 제시하고, 이것들을 다루기 위해 역량 접근을 주장한다. 역량 접근은 삶의 질을 기능과 역량의 측면에서 파 악한다. 센의 정보 다원론과 역량 접근은 ‘성취와 자유 구별 논제’ 및 ‘복지와 행위주체성 구별 논제’ 위에 서있다. ‘성취와 자유 구별 논제’ 를 수용하는 데는 문제가 없다. 그러나 ‘복지와 행위주체성 구별 논제’ 는 복지 개념의 애매성, 복지와 행위주체성 두 개념의 관계에 대한 오 해, 그리고 전체 개념인 복지와 그 개념의 핵심 구성요소인 선택의 자 유 간의 구분을 지나치게 강조한 데서 비롯된 것이다. 따라서 센의 역 량 접근은 복지 성취와 복지 자유 중심으로 재구성될 필요가 있다.
