This study examines what explains local governments’ involvement in collaborative commitments for environmentally sustainable communities. The study’s primary contribution is to systematically investigate the variation of local governments’ involvement in collaborative commitments. Findings suggest informational transparency as well as homogeneous political party preference, incentive offers, and the federal government’s support of institutional conditions are critical in encouraging local governments to participate in various sustainability commitments. The results imply that incentive provisions including grants, transparent information provision mechanisms, and political support are significant to facilitate involvement in commitments for sustainable environment. Involvement in a variety of commitments is a fundamental condition because individual local governments alone cannot realize a sustainable environment. This study suggests that local governments or decision makers need to manage these significant factors carefully in order to efficiently facilitate involvement in collaborative commitments for a sustainable environment. This results can provide significant policy implications to environmental policy of Korea.

이 연구는 지속 가능한 환경을 위한 협력적 결속에 대한 지방정부의 참여요인을 실증적으로 설명한다. 협력적 결속을 위한 참여가 지방정부에 따라 어떻게 다른지를 체계적으로 분석했다는 점에서 이 연구의 의의를 찾을 수 있을 것이다. 분석결과에 의하면, 정보의 투명성, 인센티브 제 공, 정당 선호의 동질성, 중앙정부의 제도적 지원이 지속가능한 환경을 위한 협력적 결속을 촉 진시키기 위한 지방정부들의 참여를 강화시키는 중요한 요인으로 작용하는 것으로 나타났다. 이 러한 결과는 지속 가능한 환경을 위한 협력적 결속을 촉진시키기 위해서는 다양한 인센티브 제 공, 투명한 정보 제공을 위한 메커니즘 구축, 정치적 지원을 적극적으로 활성화시킬 필요가 있 다는 점을 의미하는 것이다. 따라서 지방정부나 정책 결정자들이 지속 가능한 환경을 위한 협력 적 참여를 위해서 강하게 결속하도록 하기 위해서는 이 요소들을 보다 섬세하게 관리할 필요가 있을 것이다. 이러한 분석결과는 한국의 지속 가능한 환경정책을 수립하고 집행하는데 중요한 정책적 함의를 줄 수 있을 것이다.
