This study analyzed perceiving attitudes of undergraduates in their 20s who take the most proportion in the perpetration and victimization in digital sexual crimes, and conducted research on the measures to reduce the perpetration and victimization. In doing so, it eventually sought to improve the perception of the society as a whole for the purpose of curbing digital sexual crimes. As a result of the analysis, the study found firstly, undergraduates perceived file sharing sites and diverse pornographic sites as the major distribution channel of videos and images related with digital sexual crimes. Secondly, in regard to perception on legal punishments against digital sexual crimes, they didn't properly perceive sexual insults and harassments online, and types of acts that might require the strongest legal punishments turned out to be the shooting or production of the relevant videos and images. Thirdly, behind the difficulty of legal punishment and settlement of the case were largely distribution of perpetrators and fear of recognition of the surrounding people. Fourthly, while undergraduates' level of perception on public service made to help victims of digital sexual crimes was low, necessity for law-related education in school and social education institutions was highly perceived. Therefore, in order to curb digital sexual crimes, targets of full-scale crackdowns and punishments of police should be extended to information and communication business operators along with their strong punishments and continuous oversight and monitoring for diverse internet sites. As redistributors had a significant impact on the spread of digital sexual crimes, legal punishments on them should also be strengthened apart from the initial producers and distributors. Along the way, varied and comprehensive measures should be prepared; the increase of new programs preventing digital sexual crimes like AI, building of systems in support of victims in the legal, psychological and economic aspects, activation of public service PR for victims of digital sexual crimes.

이 연구에서는 디지털 성범죄의 피해와 가해에 있어 가장 많은 비중을 차지하는 20대 대학생들 의 인식태도를 분석하여 디지털 성범죄의 가해와 피해를 감소시킬 수 있는 방안을 연구하고 나아 가 디지털 성범죄를 억제하기 위한 사회 전체의 인식 개선방안을 모색하고자 하였다. 분석결과, 첫째 대학생들은 파일 공유 사이트와 음란 사이트를 디지털 성범죄와 관련된 각종 영상물과 이미지의 주요 유통경로로 인식하고 있었다. 둘째, 디지털 성범죄의 법적 처벌에 대한 인식에 있어 온라인 공간에서 발생하는 성적 모욕과 괴롭힘에 대해서는 제대로 인지하지 못하였 고, 가장 강한 법적 처벌이 요구되는 행위 유형으로는 관련 영상물과 이미지를 촬영하거나 제작하 는 것으로 인식하고 있었다. 셋째, 디지털 성범죄의 법적 처벌과 사건 해결이 어려운 이유로는 가해자의 유포, 그에 따른 주변 사람들의 인지에 대한 두려움이 크게 작용하는 것으로 나타났다. 넷째, 디지털 성범죄 피해자들을 조력하기 위해 만들어진 공공서비스에 대한 인지비율이 낮게 나타나고 있는 반면에 학교 및 사회교육 기관에서의 법률 관련 교육의 필요성은 높게 인식하고 있는 것으로 분석되었다. 따라서 디지털 성범죄를 억제하기 위해서는 현재 주로 유포자들을 대상으로 이루어지고 있는 경찰의 대대적인 단속과 처벌의 대상을 정보통신 사업자에도 확대 적용하여 이들에 대한 강력한 제재를 실시하고, 이들이 운영하는 사이트에 대한 지속적 감시와 모니터링을 실시해야 할 것이다. 또한 디지털 성범죄의 확산에 중대한 영향을 미치는 것이 재유포자이기 때문에 최초의 촬영자나 초기 유포자 뿐만 아니라 재유포자에 대한 처벌 역시 더욱 강화되어야 할 것이다. 그리고 AI 등 새로운 디지털 성범죄 확산방지 프로그램의 확대, 피해자에 대한 사법적, 심리적, 경제적 지원체 계 구축, 디지털 성범죄 피해자를 위한 공공서비스 홍보 활성화와 같은 다양하고 종합적인 대책이 마련되어야 할 것이다.
