Abundant evidences indicate that privatization leads to enormous benefits to society, with few undesirable costs. Using data from 120 non-financial privatized firms from 32 countries, we follow the long-run operating performance of privatized companies up to 10 years and study the costs and benefits of privatization. Although privatization accompanies rapid sales growth and a marginal increase in profitability, privatized firms cannot close the efficiency gap with industry peers. Indeed, the previously documented striking achievements of the privatized firms were merely a reflection of the world business cycle, the pace of economic activity in general.

많은 연구에서 민영화는 바람직하지 않은 비용(cost) 없이 사회에 엄청난 혜택 (benefit)을 주는 정책대안임을 실증적으로 보여주었다. 본고는 32개 국가에서 나온 120 개 민영화기업에 대하여 민영화 이후 10년에 걸쳐서 경영성과를 조사하고 민영화의 비 용과 혜택(cost and benefit)을 조사하였다. 그 결과 민영화는 급속한 매출액 성장률과 상당한 수익성 향상으로 이어졌지만 효율성 지표는 그렇지 않다. 더욱이 이러한 매출 액 성장률과 수익성 향상 효과는 민간기업의 비교집단(industry peers)와 별다른 차이 가 없다. 따라서 민영화에 따른 성취는 선행연구들의 결론처럼 그렇게 높지 않다. 어쩌 면 선행연구들에서 보고된 민영화에 따른 성과개선 효과는 지난 40년에 걸친 세계적인 경제발전 추세와 경기순환에 힘입은 것일 수도 있다.
