Public choice is an interdisciplinary area that uses economic methods to study political decision-making. Public choice seeks to understand the way those political processes actually work to allocate resources and design public policies by using the same tools that had been applied to market processes. The motivating idea behind public choice was to use economic analysis to describe the political process as it actually works, not as people might hope it ideally should work. This overview is divided into three broad areas. First, public choice develops a framework for analyzing how democratic political institutions aggregate the individual preferences of group members into an aggregate group preference. Second, public choice depicts the public policy process as a political marketplace and describes how negotiations and exchanges within that political marketplace produce public policy. Third, public choice analyzes how the rules and institutions within which political decision-making takes place are made. A substantial amount of public choice literature suggests that the close relationship between government and business interests in the Korean economy will be counterproductive to continued economic growth.

공공선택학은 ‘정치적 의사결정 과정’을 연구하기 위하여 ‘경제적 분 석 방법’을 사용하는 학제적(學際的) 분야이다. 공공선택학은 자원 배분 과 공공정책 결정 과정에서 정치적 과정이 실제로 어떻게 이루어지는가 를 분석하는 분야이다. 따라서 공공선택학은 이상적이 아니라 ‘실제적인’ 정치적 과정을 분석하기 위해 경제적 분석 방법을 사용한다. 본 논문은 다음 세 가지 측면에서 개관하고자 한다. 첫째, 개인의 선호 를 사회적 선택으로 합계하는 민주적 정치 제도들을 개관한다. 둘째, 공공정책 결정 과정을 정치적 시장으로 간주하고, 이 시장 내에서 공공정 책의 교환과 협상이 어떻게 이루어지는가를 개관한다. 셋째, 정치적 의사 결정이 이루어지는 규칙과 제도가 어떻게 고안되는지를 개관한다. 마지 막으로 공공선택학 연구 문헌들에 따르면 한국 경제에서 정부와 기업들 간의 긴밀한 관계는 지속적인 경제성장을 저해할 것임을 시사해 주고 있다.
