After enacting the Literature Promotion Act the process of controversy and conflict and interruption of the contest procedure around the establishment of the National Museum of Korean Literature left us behind with two tasks. One is the desirable direction of establishing the National Museum of Korean Literature, and the other is how to accept and resolve the desire for the development of local literature, which is confirmed through the process of public contest to find a building site for the National Museum of Korean Literature. These two tasks of establishing the National Museum of Literature and developing local literatures, which seem to be separate from each other on the surface, have been perceived as an inseparable issue in the process of public offering of the proposed site for National Museum of Literature. In order for the Literature Promotion Act to be prepared and implemented in accordance with its original purpose, the development of local literatures should also be discussed and resolved. It is also desirable to find ways to share and realize values and goals by clearly communicating the values of the government while clearly understanding the pure preferences and values of the policy subjects. It is because it can accept the needs of the local community at the level of artistic administration as emotional government and reach the original goal and value of the National Museum of Korean Literature. Therefore, in this paper, I searched for the establishment direction of the National Museum of Korean Literature which can realize its purpose and value from the very point of view and examined the basic direction for revitalizing local literature.

문학진흥법이 제정된 이후 국립한국문학관 건립을 둘러싼 논란과 갈등 그리고 공모절차 중단으로 이어지는 일련의 과정은 두 가지 과제를 남겼다. 하나는 바람직한 국립한국문학관 건립 방향이고 다른 하나는 국립한국문학 관 부지 공모절차를 통해 확인한 지역문학 발전에 대한 열망을 어떻게 수용 하고 해소할 수 있을 것인가 하는 문제다. 전면화한 국립문학관 건립과 지 역문학 발전이라는 이 두 과제는 표면적으로는 별개의 것으로 보이지만 국 립한국문학관 후보지 공모과정에서 분리할 수 없는 사안으로 인식되게 되 었다. 문학진흥법이 본래의 목적에 맞게 준비되고 시행되기 위해서는 지역 문학 발전도 함께 논의, 해결되어야 할 과제가 된 것이다. 또한 이 문제는 정책 대상자들의 순수한 선호와 가치 등에 대해 명확히 이해하는 한편 정부의 가치 등을 온전하게 전달함으로써 가치와 목표 등을 공유, 실현할 수 있는 방안을 찾는 것이 바람직하다. 감성정부로서의 예술행 정 차원에서 지역사회의 니즈를 수용하는 동시에 국립한국문학관 본연의 목표와 가치에 도달할 수 있기 때문이다. 따라서 본고에서는 이 같은 관점 에서 본연의 목적과 가치를 실현할 수 있는 국립한국문학관의 건립 방향을 모색하는 한편 지역문학 활성화를 위한 기본방향을 고찰하였다.
