It is widely accepted that religious toleration is the origin of liberalism, but the idea of religious toleration and its justification are not fully understood in political philosophy. This study examines the main political arguments presented to justify religious toleration and points out their limitations. And it argues that political arguments for religious tolerance can only be successful for religious people who embrace the exceptional doctrine of religious inclusivism. However, there are important obstacles to religious inclusivism. First of all, the status of a person who doesn’t believe in religion is unclear. Some advocates of religious inclusivism would withdraw religious toleration for atheists who admit they can reach salvation through various religions but do not believe in any religion. Therefore, the problem of religious toleration to atheists remains. Another problem with religious inclusivism is that not all religious people support it. Therefore, one cannot come to a very definite conclusion on how firmly one can justify religious toleration to religious people based on religious inclusivism.

정치철학에서 종교적 관용이 자유주의의 사상적 기원이라는 점은 널리 인정되고 있으나 종교적 관용의 이념과 그 정당화 논리는 제대로 이해 되고 있지 않다. 본 연구는 종교적 관용을 정당화하기 위해 제시되는 주요 정치적 논변들(회의주의, 위해의 원리, 종교적 불관용의 자승자박 성 등)을 검토하고 그 한계를 지적한다. 그리고 종교적 관용을 위한 정치적 논변은 종교적 포괄주의라는 예외적 교리를 수용하는 종교인들 에게만 성공적일 수 있다고 주장한다. 그러나 종교적 포괄주의가 갖는 중요한 난점들이 있다. 우선 종교를 믿지 않는 사람의 지위가 불분명 하다는 점이다. 종교적 포괄주의를 주장하는 사람들 중에는 무신론자 들에 대해서는 종교적 관용을 철회하는 사람들도 있을 것이다. 따라서 무신론자에 대한 종교적 관용의 문제는 여전히 남아 있다. 종교적 포 괄주의의 또 다른 문제점은 모든 종교인이 종교적 포괄주의를 지지하 는 것은 아니라는 점이다. 따라서 종교적 포괄주의에 근거해서 종교인 들에게 종교적 관용을 얼마나 공고하게 정당화할 수 있을지에 대해서 는 그리 확실한 결론을 내릴 수 없을 것이다.
