This paper aims at proposing a direction and task to empirically perform a comparative study of the role of local political leaders for the regional development in Korea. As the paradigm of regional development changes from the quantitative development to the qualitative or the balanced one focusing on both, the role of local political leaders is getting more significant. Local political leaders should have vision and will to utilize resources existing in their own region and construct a cooperative networks between central and local governments. However, any theoretical basis to empirically analyse the political field and the role of local political leaders for regional development has not been built up. For the empirical comparative study, objective indices to evaluate what roles local political leaders can practically play for regional development should be established. Under this situational awareness, this study emphasizes the necessity of “facilitative leadership” for regional development and sets forth that of establishing objective indices to analyse such leadership. This paper suggests several indices for the comparative study, but should overcome some limits to reach any practical empirical research. As the role of local political leaders is of consequence in both quantitative and qualitative aspects, the efforts to develop objective indices to compare and analyse the role should be consistently made. Thus, this study is expected to contribute to subsequent studies that will elaborate theoretical bases for any comparative analysis and examine the leadership role empirically.

본 논문의 목표는 한국의 지역발전을 위한 지방정치 리더들의 역할을 경험적으로 비교연구하기 위한 방향과 과제를 제시하는 것이다. 지역발전 패러다임이 양적 성장 중심에서 질적 발전, 혹은 양적․질적으로 균형적인 발전으로 변화하는 가운데 정치영역과 지방정치리더들의 역할이 더욱 중요해지고 있다. 지방의 정치리더들은 지역발전을 위해 자신의 지역 내부에 존재하는 자원을 활용하고, 중앙 및 지방 정부들 간의 협력적 네트워크를 구축하는 비전과 의지가 필요하다. 그러나 정치영역이나 지방정치 리더들의 지역발전을 위한 역할을 경험적으로 분석하기 위한 이론적 토대는 갖추어지지 못한 상황이다. 경험적 비교 연구를 위해서는 지방의 정치리더들이 지역발전을 위해 실질적으로 어떠한 역할을 하고 있는지를 평가할 수 있는 객관적 지표를 개발할 필요가 있다. 이러한 문제의식 하에서 본 연구는 지역발전을 위한 ‘촉진적 리더십’의 필요성을 강조하고, 그러한 리더십을 분석하기 위한 객관적인 지표들을 개발할 필요성을 제기하고 있다. 본 연구에서는 비교연구를 위한 몇 가지의 지표를 제시하고 있으나, 실제적인 경험연구로 나아가지 못하는 한계를 가진다. 그러나 양적․질적 측면에서 균형적인 지역발전을 위해서는 지방정치 리더들의 역할이 중요하고, 그러한 역할을 비교분석할 수 있는 객관적 지표를 개발하는 노력은 지속되어야 한다. 본 연구는 후속 연구들이 비교분석을 위한 이론적 토대를 더욱 정교화하고, 리더십의 역할을 경험적으로 분석하는데 기여하게 되기를 기대한다.
