This article is an introductory discussion on the policy value of ecocities. Although there have been various studies on the main policy contents of eco cities, the discussions about the values of the policies that ecocities are pursuing were insufficient. Previous research on ecocentrism has limited to the scope of conceptualization, policy objectives, policy instruments, and case studies. The main policy values that ecocities should aim at are as follows. First, ecocentrism is the value that promotes the ecological health of the city as an organism. Ecocentrism focuses on the coexistence of human and environment and focuses on the ecological design of urban spatial structure. Second, circularity is a value that minimizes pollution and maximizes environmental capacity in the cycle of matter and energy. Circularity aims at the establishment of a circulation structure for the coexistence of a material ecosystem and a natural ecosystem. Third, sustainability is the value that environmental system is considered as priority in the coexistence structure of environmental system, economic system and social system. Sustainability aims at coexistence of human and nature, harmony of development and conservation, securement of biodiversity, equitable distribution of environmental resources, and governance. These discussions will contribute to systematically understand the research content of ecological cities and to set up research directions.

생태도시에 대한 선행연구는 주로 개념규정, 정책목표, 정책수단, 사례연구 등의 범위를 크게 벗어나지 못하였으며 정책의 이념이나 가치에 대한 논의는 부족하다. 이 글은 생태도시의 정책가치에 관한 시론적 논의이다. 생태도시가 지향해야 할 주요 정책가치는 다음과 같다. 첫째, 생태성은 유기체로서의 도시의 생태적 건강을 도모하는 가치이다. 생태성은 인간과 환경의 공존을 지향하며 도시공간구조를 생태적으로 설계하는데 중점을 둔다. 둘째, 순환성은 물질과 에너지의 순환과정에서 오염을 최소화하고 재생능력을 극대화하는 가치이다. 순환성은 물질생태계와 자연생태계의 공존을 위한 순환구조의 구축을 지향한다. 셋째, 지속가능성은 환경시스템, 경제시스템, 사회시스템 간 공존체제에서 환경시스템이 우선적으로 고려되는 가치이다. 지속가능성은 인간과 자연의 공존, 개발과 보전의 조화, 생물다양성의 확보, 환경자원의 공평한 배분, 거버넌스를 지향한다. 이런 논의는 생태도시의 연구내용을 체계적으로 이해하고 연구방향을 설정하는데 기여 할 수 있을 것이다.
