The purpose of this study is to analyze and evaluate the financial supporting projects for small and medium enterprises (SMEs) carried out by fisheries development fund of the Ministry of Oceans and Fisheries. The financial supporting projects for SMEs are composed of 9 projects such as supporting fund of funds for fisheries industry, supporting project for the purchase of seafood, supporting project for industrial development of major seafood, supporting project for overseas fisheries equipment investment, supporting distribution fund for producer and comsumer markets, supporting project for processing facilities and its operation, supporting project for the business improvement of TAC participants, supporting project for aquaculture and supporting fisheries fund for fishermen. Criteria of the in-depth evaluation on the 9 financial supporting projects for SMEs comprise reasonability, duplication, effectiveness, appropriacy, and role performance of government. As a result of the in-depth evaluation, we found that the other criteria except for the reasonability were partially satisfied from theses projects. As main issues and problems of the 9 financial supporting projects, limitation of securing new financial resources, necessity of an increase in proportion of ordinary projects in fisheries development fund, duplicate support of these projects due to entering restriction, a lack of advertisement for participation of new enterprises, and the unreality of supporting condition were exposed to fisheries industry. In conclusion, to overcome the above issues and problems, we suggest securing new financial resources of the fisheries development fund, adjustment of interest rates of the fund considering current market interest rate, expansion of participants suitable to receive fisheries financial fund, improving equity of beneficiaries using fisheries development fund, and improvement of compensation system for fishery loss in order to provide healthy circulation of fisheries financial funds.

본 연구에서는 해양수산부의 수산발전기금으로 이루어지는 중소기업 금융지원 사업을 평가분석 하였다. 심층평가 기준으로는 적정성, 중복성, 효과성, 정부역할의 적절성, 정부역할 수행방법의 적절성의 5가지 기준을 적용하여 평가를 실시하였다. 분석 결과, 모든 사업이 적정성은 갖추고 있었으나 나머지 4가지 기준에서는 다소 미흡한 점이 있거나 적절하지 못한 사업들이 존재하는 것으로 나타났다. 주요쟁점으로는 수산발전기금의 신규 재원의 확보가 시급하며, 동 기금의 경상사업의 비중 확대가 필요함을 알 수 있었다. 문제점으로는 진입제한으로 인해 중복지원 문제, 해양수산부와 금융기관 간의 자금지원 대상기업 선호기준 차이, 신규 업체의 사업신청 및 사업 참여 독려 미흡, 지원조건의 현실화 필요 등이 나타났다. 개선방안으로는 수산발전기금의 금리조정 및 신규재원 확보, 해양수산 금융지원 대상의 확대, 해양수산 금융지원 기금의 수혜 형평성 제고, 해양수산 정책자금의 원활한 공급을 위한 손실보전 제도 개선 등을 제안하였다.
