This research was conducted to identify problems and improvements through field assessment as a research study for the establishment of Korean-style Division System, and to assist the establishment of Division System through internal and external environmental analysis through interviews with actual staff. The research participants for this study were selected by 156 operational personnel in 17 cities in 2018 which are responsible for forming 156 Division Foundation Leagues. The researcher conducted an on-site visit and telephone interview based on the on-site inspection evaluation index developed by referring to the relevant project assessment indicators, which were investigated through literature survey, etc. and conducted an internal and external environmental analysis based on the interview details. The research period is from July 5, 2018 to December 8, 2018. The following conclusions were drawn from the above-mentioned research methods: First, the internal environmental analysis showed that unstable leagues, lack of local solidarity consciousness, lack of originality, lack of interest in lower leagues, immature operations, their own league operations, falling attendance and lack of understanding among beneficiaries. Second, external environmental analysis shows that the national-led league, distrust in the sports community, match fixing, limits on the box office of professional football, limits on budget support, financial independence, elite-centered investment, and lack of playoffs. Third, based on field assessment, the top groups were formed in Daejeon, Gwangju, Incheon, Sejong and Chungbuk, while the lowest ranked groups in Gyeongbuk, Chungnam, Gyeonggi, North Jeolla, Ulsan and Busan.

본 연구는 한국형 디비전 시스템 구축을 위한 실태 조사 연구로서 현장 평가를 통한 문제점과 개선 사항을 파악 하고, 실제 담당자들과의 인터뷰를 통해 내·외부 환경 분석을 통해 디비전 시스템 구축에 도움을 주고자 하는 목적으로 수행되었다. 본 연구를 위한 연구 참여자는 2018년 17개시도 156개 디비전 기초 리그를 구성하고 담당하고 있는 운영 담당자 156명으로 선정하였다. 연구자는 문헌조사 등을 통하여 조사된 관련 사업평가 지표를 참조하여 개발한 현장점 검평가 지표를 근거로 현장 방문 및 전화 인터뷰로 실시하였으며, 인터뷰 내용을 토대로 내·외부 환경 분석을 실시하였 다. 연구기간은 2018년 7월 5일부터 2018년 12월 8일까지이다. 이상과 같은 연구방법을 통해 다음과 같은 결론을 도 출하였다. 첫째, 내부 환경 분석 결과 불안정한 리그, 지역연고 의식부족, 독창성 없는 리그, 하부리그에 대한 관심 부족, 미숙한 운영, 그들만의 리그운영, 관중 수 하락, 수혜자의 이해 부족으로 나타났다. 둘째, 외부 환경 분석 결과 국가주도 형 리그, 체육계의 불신, 승부조작, 프로축구 흥행 한계, 예산 지원의 한계, 재정자립도, 엘리트 중심 투자, 플레이오프 부재로 나타났다. 셋째, 현장평가 결과 대전시, 광주시, 인천시와 세종시, 충북이 상위그룹을 형성한 반면에 경북이 최하 위 그룹, 충남, 경기, 전북, 울산시, 부산시 순으로 평균점 이하 점수로 하위그룹을 형성하였다.
