As part of the support policy for Micro Enterprises owners that make up the majority of domestic economic entities, it is desirable to select and support closely linked industries, but there is no clear definition of the definition and selection methodology for Life-Friendly Sector. Although some institutions have published statistical data on Life-Friendly Sector, research on policies to establish social safety nets for Micro Enterprises by definition and methodology of Life-Friendly Sector is insufficient. In this study, we propose a selection methodology based on the selection of Life-Friendly Sector for the analysis of our commercial boutique shopping centers operated by the Seoul Metropolitan Government, And policy data that can be used to help revitalize commercial entities, the survival stage of Micro Enterprises.

최근 지역 내 자영업자(소상공인)들의 경영환경 악화로 인해, 이들을 위한 정책적 지원에 관한 논의가 다양한 영역에서 활발히 이루어지고 있으며, 이 과정에서 정책 효율성 제고를 위한 생활밀접업종을 선정하여 체계적으로 자영업자들을 지원할 필요성이 대두되고 있다. 하지만 아직 학계에서나 실무 영역에서 이러한 생활밀접업종의 정의와 범위가 구체적으로 합의되어 있지 않을 뿐 아니라, 이의 선정방식에 관한 논의도 미흡한 수준에 머물러 있는 것이 사실이다. 현재 일부 공공기관에서 생활밀접업종의 범위를 정하고 이와 관련한 각 종 현황 통계 등을 공표하고는 있지만, 이러한 정보가 과연 자영업자들에게 어떠한 범위 에서 어떠한 경제적 혜택을 어떻게 지원하여야 하며 그 정책적 효율성은 어떻게 측정할 수 있는지 등에 관한 논의도 부족하다. 이에 본 연구는 지역 내 자영업자들의 생활밀접업종의 개념적 정의를 살펴, 먼저 서울시를 공간범위로 한 2018년형 생활밀접업종의 선정방식 등을 제안하였으며, 향후 이의 활용방안 및 정책적 시사점 등도 함께 모색해 보고자 하였다.
