- The research purpose is to get implications through case analysis for prediction and response to Mega-complex disaster which have been growing concerned with vulnerabilities of city centered. To do this, we apply synectics model which have been used to analyze for policy agenda from a view point of society and people to 911 terror. In the strategy 「make strange to accustomed」of synectics model, Firstly clarify of case summary include response and results, secondly check direct analogy for responders and media with personal analogy who are qualified to investigation. Findings are different perspective and long term health effects, social indirect cost in comparison with analogies. Proposals of political inferred meaning are unified incident command system, regulation improvement and Research needs for longitudinal health effects evaluation approach to the phase of response to disaster in analysis with final re-search and analogy generalization.
