The problem of prison overcrowding is not something that started just recently, and there are large numbers of different studies and proposals on this. Specifically, it can be seen that the problem of overcrowding not only has great effect on prisoners' rights and correction effect but considerable effect on various delinquent behaviors in correctional facilities. Korea has long adopted educational punishment system, but compared to the level with improvement and development in correctional administration, detention facilities are still in poor environments. Especially, because poor correctional facilities and environments can have an effect on increasing tension, conflict causation and violent acts of prisoners, a discussion of facilities and spaces using the principle of CPTED in the spotlight recently is needed. Likewise, it can be seen that the environment of correctional facilities have a close impact on the effectiveness of correctional administration, prevention of repeated crime, guarantee of prisoners‘ human rights, etc., and discussions of environmental reform of correctional facilities are an important subject to be dealt with in the future as well. This study attempts to review the status of domestic correctional facilities and problems, and suggest a discussion on environmental reform of correctional facilities. Particularly, it attempts to present a method for reduction of behaviors such as violence, etc. within correctional facilities by crime prevention(CPTED) through environmental design being recently used from various perspectives, and draw political implication.

교도소의 과밀 수용 문제는 어제 오늘의 문제라고 볼 수 없으며, 이에 대한 다양한 연구와 제안은 상당수 있다. 특히 과밀수용 문제는 수용자의 인권보장과 교정효과성에도 큰 영향을 미친다고 볼 수 있으며, 교정시설 내에서의 각종 비행행동에도 적지 않은 영향을 미친다. 한국은 이미 오래전부터 교육행형제도를 채택하고 있지만, 교도행정의 개선과 발전에 따른 수준에 비해 교정시설은 아직도 열악한 구조와 시설, 환경을 개선하지 못하고 있다. 특히 열악한 교정시설과 환경은 수용자들의 긴장감 증대와 갈등유발 및 폭력행동에도 영향을 미칠 수 있기에 최근 주목받고 있는 CPTED의 원리를 활용한 시설과 공간에 대한 논의가 필요한 시점이다. 이렇듯 교정시설의 환경은 그 어떤 요인보다도 교정행정의 효과성과 재범방지, 수용자의 인권보장 등에 밀접한 영향을 가진다고 볼 수 있으며, 교정시설의 환경개선에 대한 논의는 앞으로도 중요하게 다루어야 할 중요한 과제이다. 본 연구에서는 국내 교정시설의 실태 및 문제점을 고찰하고, 교정시설의 환경개선에 관한 논의를 제시하고자 한다. 특히 최근 다양한 관점에서 적용되고 있는 환경설계를 통한 범죄예방(CPTED)의 접목을 통한 교정시설 내에서의 폭력 등과 같은 행위를 감소시키기 위한 방안에 대해 제시하고, 정책적인 함의를 도출하고자 한다.
