Though Big Data, the core technology of the 4th industrial revolution, has recently been gaining attention, only a limited number of firms are used Big Data in their management. In this study, we aimed to identify the factors activating the introduction of Big Data and the relative importance among the factors. In order to identify the factors, market researchers and policy makers developed candidate factors after reviewing related works. The verification of the factors was conducted by experts in Big Data industry. The questionnaires were developed using the AHP technique of Saaty. Finally, the questionnaires were answered to derive the weighted values by 10 experts who verified the factors. As a result, Top Management Support was the most important factor, while Organizational Capacity is the least one. In conclusion, Big Data policy makers should encourage the cumulation of Big Data knowledge with industry leaders.
