Democracy and capitalism are closely related to each other. The existing studies show that economic development tends to contribute to democratic development. Korean case is a typical example. But it is uncertain whether democracy will lead to economic development. South American countries are an example in case. In particular, Mancur Olson suggests that in the long run, democracy will play an important role in good economic performance. This implies that democracy will be obviously a long-term basis for the economic development. This short paper aims to point out the problems and perils of populism that cause serious distortions in the rule of game in an economy, and suggests the future direction that we have to take. We should direct from the authoritative and exclusive capitalism toward the democratic, innovative and inclusive capitalism. In doing so, we should take a reform which is market-friendly and inclusive.

자본주의와 민주주의는 불가분의 관계를 갖고 있지만 일의적으로 말하기 어렵다. 기존 연구들은 경제발전이 민주주의 발전에 기여한다는 것을 보여준다. 한국은 그 중요한 사례이다. 그러나 민주주의 가 경제발전에 기여하는가는 불명확하다. 남미 국가의 사례는 그것에 부정적인 신호를 보내지만, 장기 적으로는 민주주의의 기반이 중요하다고 여겨진다. 맨슈어 올슨(M. Olson)은 여러 세대에 걸쳐 ‘좋은 경제성과’를 거둔 나라가 ‘민주주의’의 국가들이라는 점을 밝히고 있다. 민주주의가 경제발전에 단기 적인 필요충분조건은 아닐지라도 민주주의가 경제발전의 장기적 토대일 수 있다는 것은 분명하다. 본 소고는 게임규칙의 왜곡을 초래하는 포퓰리즘의 폐해를 지적하고 우리의 나아갈 길을 제시하고 자 한다. 우리는 시장친화적이면서도 포용적인 개혁이 필요하다. 이러한 개혁은 과거의 ‘권위적·모방 적·배제적 자본주의’가 아니라 ‘민주적·혁신적·포용적 자본주의’이어야 한다.
